GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, this status can affect working hours, travel needs and change in duties as needed.

The Instructor, Incident Management Team (IMT) (Temp/Casual), under limited direction, assists in developing, designing, and delivering various courses and exercises related to all phases of emergency management focusing on position-specific training. This position applies extensive knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction. Utilizes all avenues of adult instruction to present and teach course material relevant to emergency management or professional development. In addition, this position facilitates the updating and revising of courses in the curriculum development process and review new instructional materials, as requested. The Instructor, IMT (Temp/Casual) may be utilized to assist in training in all areas of the State, along with the possibility of participating on the Texas Incident Management Team.

*Hourly rate is fixed and it is non- negotiable.

Note: This is a Temporary/Casual position established to accommodate a temporary organizational need. As such, TDEM does not guarantee any set number of hours in this role. Temporary/Casual positions are ineligible for employee benefits and have a finite term that is subject for renewal each fixed term based upon business needs.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

• Develops, designs, instructs, and evaluates various courses within a specified program related to emergency management professionals.

• Instructs courses and provides technical assistance for the TDEM Training Division.

• Prepares training material and ensures that the classroom is prepared for class delivery to include setting up and tearing down equipment, course props and other materials.

• Maintains subject matter expertise on emergency management related topics of instruction.

• Administers, maintains, and ensures completion and collection of student attendance roster, registration forms, pre-test/post-test, course evaluation, and delivery records forms.

• Develops, coordinates and implements incident management activities, as assigned, during man-made or natural disasters.

• Provides incident management support to the Texas Incident Management Team through TDEM.

• Prepares and teaches assigned course(s) and stays abreast of changes to NIMS ICS all hazard courses.

• Supports the design, development, and delivery of training, exercises, learning activities, and/or simulation environments.

• Provides administrative support to leadership in the development and maintenance of TDEM and academy courses, policies, and procedures.

• Coordinates course assignments in support of upcoming course deliveries. Completes timely reports and other related documentation following course completion.

• Facilitates and monitor activities of assigned instructors during course delivery to ensure course objectives are met.

• Conducts specific and/or ongoing evaluation actions for assigned training activities and related learning events, using evaluation instruments, observations, examinations, and questionnaires, and is responsible for assessing the subsequent impact upon participant needs.

• Complies with state and federal laws/codes and Texas A&M University System/TDEM policies and procedures.

• All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.

• Maintains a professional appearance and follows all dress codes associated with work activity. May be required to deploy during a state disaster.

• May be required to instruct in all parts of the state.

• Ability to travel (80%).

• Ability to drive.

• Face-to-face and person-to-person interactions are required.

• Maintains a regular course of attendance during authorized work schedule.

MINIMUM QUALIFICATIONS:

Education:

• Bachelor's degree in a related field from an accredited four-year college or university or equivalent combination of education and experience.

• G-141: Instructional Presentation and Evaluation Skills, G-265: Basic Instructional Skills, EMI Master Trainer, Fire Instructor II, or equivalent.

• Completion of FEMA courses: ICS 100, ICS 400, IS 700 and IS 800.

Experience:

• Five (5) years of direct emergency response experience with a fire service agency, law enforcement agency, emergency management agency, EMS agency, or a federal or state forestry agency engaged in All-Hazards response and must have at least five (5) years of experience instructing ICS or position-specific training.

• Three (3) years of adult education or training.

PREFERRED QUALIFICATIONS:

• Five (5) or more years of experience in one or more of the four phases of Emergency Management Phases -Response, Recovery, Mitigation, IMT/IST, and Preparedness.

• Five (5) years of experience in designing and/or providing adult training.

• Five (5) years of supervision in an emergency service organization.

• Certification in any of the following areas: Emergency Management Professional Development Series, Emergency Management Advanced Professional Series, National Emergency Management Basic Academy (NEMBA).

• Emergency Medical Technician Basic Certification or higher.

• Train the Trainer Qualified through FEMA NDEMU/NFA.

*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience.A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:

• Advanced knowledge in the emergency response and emergency services field and Emergency Management Phases.

• Knowledge of adult learning theories and adult learning styles.

• Knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), including multi-agency coordination systems, emergency operations centers and incident command operations in emergency response settings.

• Effective verbal and written communications skills and be able to interact with a variety of instructional, management and support staff at all levels, including senior incident personnel.

• Must possess excellent organizational skills and the ability to routinely and effectively handle multiple tasks.

• Proficiency with Microsoft Word, Excel, Teams, and PowerPoint.

• Ability to provide instruction in emergency management operations, mitigation, recovery, preparedness, and response.

• Ability to create, revise, and deliver curriculum and instructional material.

• Ability to conduct specific and/or ongoing evaluations for assigned training activities and related learning events using evaluation instruments, observations, examinations, and questionnaires.

• Ability to interact comfortably and professionally and instruct all levels of management in any organization.

• Ability to coordinate and facilitate planning meetings and project deliveries.

• Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.

REGISTRATION, CERTIFICATION OR LICENSURE:

• Must possess a valid Texas driver's license or ability to obtain one at hire.

• G-141: Instructional Presentation and Evaluation Skills, G-265: Basic Instructional Skills, EMI Master Trainer, Fire Instructor II, or equivalent.

• FEMA courses: ICS 100, ICS 400, IS 700 and IS 800.

• Requisite within twelve (12) months of employment, to complete ICS 300.
