Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel and change in duties as needed.

The Budget Analyst II performs moderately complex (journey-level) budget preparation, accounting, and analysis work. Work involves preparing, reviewing, analyzing budgets and measures, and monitoring budgets and reports of reimbursements submitted from various disaster-related costs. Responsible for assisting in producing periodic and special reports of accumulated reimbursement costs. Perform professional accounting work in recording, auditing, reconciling, adjusting, and balancing financial records, documents and reports. Works under general supervision and will need ability to rapidly assimilate information from multiple sources.

This position reports to the Budget Manager.

  • Salary is fixed and is non-negotiable.
  • This position is located on-site and not subject to telecommuting.

Essential Job Duties & Responsibilities

  • Perform analysis and reconciliation for a variety of reimbursement costs related to financial compliance.
  • Assist in reviewing, evaluation, and preparing requests for funds.
  • Monitors and reports summations of disaster fund reimbursements.
  • Assist in the preparation of budget briefs to provide management with expenditure data, trends, and recommendations.
  • Maintain reimbursement balances and provide management current information on the status of the various disaster payments.
  • Reviews timekeeping data to ensure personnel are accurately reflecting the correct project/program in which to assign work hours. Generates timesheet summary reports.
  • Analyze timekeeping project/program information and determine the sufficiency of funding for each assigned index code.
  • Collect, sort, analyze, and tabulate a variety of data from paper and computer files to prepare and distribute periodic and/or special reports according to requirements applicable to assigned disasters. Prepare graphs, charts and narrative explanations to keep management informed of the status of each of the various disaster expenditures.
  • Reconcile, analyze, compile statistics and develop financial reports related to declared disasters by using accounting information from multiple systems, including the State accounting system (USAS), Smartlink, Business Objects Reports, and FAMIS, Aggiebuy, Emburse and Workday.
  • Ability to travel 10%.
  • Performs related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.

Minimum Qualifications

Education – Bachelor’s degree in a related field from an accredited college or university or an equivalent combination of related education and experience.

Experience – Three (3) years of relevant work experience.

Relevant work experience may include accounting, program or agency operating budget management, reconciliation of billing invoices, utilization of forecasting methodologies, legislative appropriation request, annual operating budget processes, proficiency using automated financial software systems (Workday, USAS, CAPPS), analyzing/auditing financial data, grant management, processing reimbursements of agency services, and related financial projects.

Substitution Note: Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree may also be substituted in lieu of work experience.

Knowledge, Skills, And Abilities

  • Working knowledge of, or the ability to rapidly assimilate information related to TDEM, TAMUS, State, and Federal regulations, legislation, guidelines, policies and procedures related to financial compliance and accounting theory.
  • Ability to be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.
  • Ability to analyze fiscal management information, determine appropriate use of funds, perform statistical analyses, identify and develop budgetary reports and schedules, analyze problems and develop and present solutions, apply actions to effectively resolve current, and prevent recurrences of problem conditions.
  • Ability to exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.
  • Experience communicating and presenting to diverse small and large groups.
  • Ability to convey technical information in lay terms that can be understood by people with a variety of educational and working backgrounds.
  • Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
  • Availability for after-hour, holiday and weekend work is required as well as during emergencies, legislative sessions, and disasters. May be required to travel by vehicle or other mode of transportation (10%).
  • Ability to anticipate and identify issues and problem solve.
  • Ability to travel throughout the state on overnight trips as required.

Registration, Certification Or Licensure

Must successfully complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
