Brief Job Description

Under the direction of the Regional Medical Director, the Public Health Region 2/3 (PHR 2/3) regional Tuberculosis Program Manager Nurse (TPMN) works under limited supervision with considerable latitude for the use of initiative and independent judgment. The PHR 2/3 TPMN performs routine managerial and clinical work administering the daily operations and activities of the PHR 2/3 TB program according to the standards of the statewide TB Elimination program (including but not limited to TB surveillance, regional educational activites, TB contact investigation, and support of regional TB activities of chapter 89 correctional facilities in the region). Develops program goals, objectives, guidelines, procedures, and processes specific to the needs of the PHR 2/3 Regional TB Program, as well as collaborating with the local health department TB Programs and other public health partners within the 49 county region. Develops schedules, priorities, and processes for achieving program goals. Coordinates and evaluates programmatic activities. Plans, assigns, guides and supervises the work of 4 direct reports on the regional TB team: the community coordinator, case registry coordinator, support specialist, and contact investigator. Reviews data for accuracy and validity, prepares programmatic, budgetary, and epidemiology reports. Develops data collection and quality assurance protocols and processes. Develops the regional TB program budget, in collaboration with regional fiscal team and TB support specialist. In collaboration with the PHR 2/3 Public Health Nurse team and PHR 2/3 Public Health Nurse Manager, will ensure high level services using standing delegation orders (SDOs), according to state and regional policies and procedures. Supports nursing case management coordination for patients with TB. Works in close collaboration with the regional Public Health Nurse team to provide high quality TB clinical services to community members with TB. Works in close collaboration with other PHR 2/3 program managers as part of the regional leadership team. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards.

Essential Job Functions

Program Management (40%): Manages and directs the day to day operations of the PHR 2/3 TB Program (including but not limited to: regional TB surveillance, support of chapter 89 correctional facility TB activities, TB contact investigation, and regional TB educational activities). Develops program goals, objectives, processes, procedures. Establishes program and project timelines, develops and approves schedules, priorities, and standards for achieving goals. Works with the regional budget team and TB support specialist to develop TB program budget, payment for client services, and to document and track program expenditures (ensureing they are in alignment with regional and agency processes). Identifies programmatic and operational issues, provides timely program updates to Regional Medical Director, and makes recommendations to improve program operations. Ensures TB data security and confidentiality protocols and procedures are followed, and that all programmatic activities are in compliance with regional, state, and federal regulations and laws. Shares educational updates and activities with other PHR 2/3 team members and regional partners. Oversees the preparation and submission of program reports. Ensures that Electronic Disease Notification System (EDN) cases are evaluated and dispositioned. Develops collaborative relationships with regional TB partners (local health departments, and community organizations), other PHR 2/3 programs and the TB Elimination Program in Austin. Responds to requests for information in a professional and timely manner. Acts as a liaison for TB partners in Public Health Region 2/3. May represents PHR 2/3 TB program at meetings, conferences and seminars. Provides assistance to other PHR 2/3 team members and partners regarding TB and TB program questions.

Management of People (30%): Oversees the PHR 2/3 TB program member's performance, professional development and activities. Performs HR activities related to TB team members (4 direct reports), in alignment with established regional and agency standards and processes, including but not limited to posting, hiring, on-boarding, off-boarding, and disciplinary action. Develops program monitoring and evaluation plans and activities.

Clinical and Case Management (25%): Provides coordination support for complex TB investigations and case follow-ups and compiles summary reports for review and submission. Provide nursing case management support for patients referred to Region 2/3 TB program in coordination with the Regional Medical Director and the Public Health Nursing Program. May provide TB-directly observed treatment. Coordinates the region's internal TB Case Conferences.

Regional Support and Disaster Response/Recovery (5%): Participates in special or supplemental projects for the program. May be required to work other than regular business hours to meet business needs or respond to public health emergencies. Actively participates and serves in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation- requires completion of at least ICS 100, 200, 300, 400, 700, and 800. Maintain compliance with DSHS policy, Fleet Operations and Management & Procedures and Standards, current valid Texas Driver's License.

Knowledge, Skills And Abilities

Knowledge of: Basic public health practice and public health nursing principles; TB disease and infection, principles and practices of

disease prevention, control and treatment; public health-related local, state, and federal laws and regulations; principles and practices of

program management; basic Human Resources and Management best practices; basic budgetary best practices; use of computer and

database applications.

Skill in: Providing nursing services; gathering, organizing and performing basic analysis of data; writing reports and communications that

take into account the needs and concerns of a specific audience in order to communicate effectively and collaboratively; basic program

management; ability to learn new tasks, computer applications, and processes; prioritizing multiple tasks in order to meet program deadlines;

working collaboratively to reach common goals both within a team and with external partners.

Ability to: Direct and manage program activities including investigations, interventions, educational opportunities and collaborative efforts

with community partners; establish goals and objectives in accordance with PHR 2/3 overall mission; apply time management principles to

complete tasks in a timely and efficient manner; maintain effective working relationships with internal and external partners using tact and

diplomacy; adhere to confidentiality guidelines; use computer applications and databases; adhere to agency and regional policies and

procedures.

Registrations, Licensure Requirements, Or Certifications

Must be currently licensed to practice as a Registered Nurse in the State of Texas or a state that recognizes reciprocity through the Enhanced

Nurse Licensure Compact.

Must maintain current Basic Life Support certification.

Must possess a valid Class C Texas Driver’s license or equivalent from another state.

Initial Screening Criteria

  • Required: Ability to travel independently throughout Texas at least 25% of the time to complete essential job functions documented in application.
