Job Description

Under the supervision of the Immunization Program manager performs complex (journey-level) public health work, working with moderate latitude for the use of initiative and independent judgement. Work involves developing, reviewing, processing, and analyzing reports and documentation received from Texas Vaccine for Children providers within DSHS Public Health Region 2/3 on vaccine administration, ordering and accounting. Conducts unannounced TVFC Storage and Handling visits for region 2 and 3, in collaboration with and as requested by the regional vaccine consultants. Provide assistance to local health departments in PHR 2/3 and assist with follow-up of PEAR action items after provider's site review. Performs audits of regulated facilities’ immunization records practices, as required by the Texas Administrative Code, such as childcare centers, registered family homes, and public/private schools in region 2/3 in coordination with the regional population assessment coordinator and immunization program manager. Interacts with the community, both formally and informally, to provide technical assistance regarding vaccines, vaccine schedules, and vaccine preventable diseases. This is an in-office position only and travel is required to complete the essential job functions of this position. In conjunction with the Regional Quality Assurance and Education Coordinator, distributes information about immunizations, and public health. This position requires 30% travel throughout the state of Texas from 8:00am-5:00pm, Monday through Friday.

Essential Job Functions

TVFC Provider Support: Serves as first point of contact for technical assistance and Texas Vaccines for Children (TVFC) program education for providers and Local Departments in Public Health Region 2/3. Ensures provider enrollment is current and assists with completion of the annual re-enrollment process. Is available to providers for questions about TVFC program and requirements and provides educational materials to providers about vaccines as well as TVFC program updates. Assists in correcting vaccine order errors in VAOS (Vaccine Allocation Ordering System) and addressing vaccine order delays with providers. Guides providers offices in contacting vaccine manufacturer if needed. For complex vaccine ordering challenges, would escalate the issue to the regional immunization manager and central office program. Reviews monthly vaccine usage report and temperature recording reports for completeness and accuracy according to program policy and timeframes. If any information on reports or orders is missing, contact providers to obtain correct information and provide additional training as needed about ordering processes. In collaboration with other regional immunization team members, assists with the transfer of vaccines as requested throughout the region. Independent travel is required to complete this essential job function. (40%)

TVFC Program Quality Assurance: Following a compliance visit of a TVFC provider, reviews Provider Education Assessment and Reporting System (PEAR) reports and requirements that are overdue or outstanding after the visit to ensure that any outstanding areas for improvement are corrected per TVFC policy. After a TVFC compliance site visit has been conducted, works with the TVFC provider to implement to required action, and provide education about follow up requirements. Conducts unannounced TVFC Storage and Handling visits on TVFC providers in Public Health Region 2/3. If a training need is identified, will provide training and training materials. Independent travel is required to complete these essential job functions. (25%)

Immunization education: In conjunction with the Regional Quality Assurance and Education Coordinator, distributes information about immunizations, and public health. Participates in community educational events such as health fairs and provides training to providers as requested. Independent travel is required to complete these essential job functions. (15%)

Population Assessment: Performs audits of regulated facilities’ immunization records practices, as required by Texas Administrative Code, such as childcare centers, registered family homes, and public/private schools in region 2/3 in coordination with the regional population assessment coordinator and immunization program manager. Gathers and distributes educational materials about immunization requirements and processes to these local facilities. Enters findings into regional tracking sheet. Independent travel is required to complete this essential job function. (15%)

Community Preparedness: Completes all routine DSHS reporting/training in a timely manner. Participates in regional assignments/ duties/special initiatives. May be required to work other than normal business hours in order to respond to public health emergencies. May require an alternate shift pattern assignment and/or location. Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response/ recovery/Continuity of Operations activation- requires completion of at least Incident Command System 100, 200, 700 and 800 courses. Maintains compliance with DSHS Policy, Fleet Operations and Management & Procedures and Standards, and a current valid Texas Driver's License. Other duties as assigned. (5%)

Ability to perform data entry, proof-read, edit, compile reports, and check work for accuracy.

Ability to establish and maintain relationships with the public, private, public providers, and schools.

Ability to learn new information and tasks.

Ability to work in Gainesville or Abilene office daily from 8:00am-5:00pm.

Registrations, Licensure Requirements Or Certifications

Certified as a Community Health Education Specialist, Certified in Public Health, or Community Health Worker, preferred.

Must possess a valid Class C Texas driver's license, or equivalent license from another state.

Initial Screening Criteria

Bachelor’s degree from an accredited four- year college or university with coursework in public health, health education, health promotion, or a related field.

At least one year’s experience work or internship in a public health, customer service or healthcare environment.

Can independently travel 30% of the time throughout the state of Texas to complete essential job functions.
