Brief Job Description

Involves establishing goals and objectives for successful healthcare mandate and grant activities' implementation and assessment; developing operationally-defined guidelines, procedures, policies, rules, and regulations; coordinating schedules, priorities, and clear standards for achieving established goals; evaluating and continuing education of Team activities; developing and evaluating budget requests and budget expenditures. Plans, assigns, and supervises the work of others, stepping in as needed to support team and do what is necessary to produce high quality, professional, and well-written products; responsible for personnel needs. Works under supervision of the Unit Director and closely with internal and external colleagues, with strong initiative and independent judgment required.

NOTE: This position is funded through July 31, 2027, and possibly longer pending CDC grant awards.

Essential Job Functions (EJFs)

(35%) Manages several team leaders and 14 to 20 data and training subject matter staff (some may be contractors) on high profile and high impact public-facing work. Establishes goals, objectives, and budgets associated with federal and state statutes and grants for the purpose of infectious disease education, reporting, and prevention. Develops and approves schedules and priorities for completing high visibility deliverables to improve awareness and prevention of healthcare-associated infections, preventable healthcare events (e.g., injuries), and using data-driven strategies to inform Unit activities. Writes accessible products using plain language for Unit grants, memoranda of agreement, and contracts managed by the Unit. Prepares responses to audits and other reporting and monitoring requirements related to these activities. Develops and evaluates budget requests, monitors budget expenditures, and adjusts as necessary to ensure Unit is best steward of Texas taxpayer dollars. Identifies areas of needed change and makes recommendations to improve operations related to management of grant and statute deliverables, general revenue budgets, cooperative agreements, and contracts. Prepares and/or provides technical guidance related to legislative requests, fiscal impact statements, exceptional items, general revenue budgets, cooperative agreements, and contracts managed by the Unit. Work commonly requires working under pressure with limited time and competing priorities, guiding a team of staff to complete excellent work.

(25%) Provides technical guidance related to infection prevention and control resources, reports, and information dissemination statewide. Guidance may involve preparation of rules to identify what and how to report, auditing reporting sources, developing operating procedures and guidelines, management of disease databases and electronic laboratory records, epidemiologic analyses of data, and generation of reports. Identifies areas of needed change and makes recommendations to improve operations related to data reporting.

(25%) Performs advanced management and oversight for all operations of the TxHSN Application Support Team and the Training Deployment Team in collaboration with the Unit Manager. Manages staff development plans and activities for. Plans, assigns, and supervises the work of the Team staff including hiring (prepares positions descriptions and interview questions), disciplining (terminating), rewarding, (grants merit increases, promotions), assigns and/or reassigns duties. Develops and approves schedules and priorities for Team staff and manages performance evaluation activities, time and leave records, travel, and training; resolves employee relations problems.

(10%) Shares advanced oversight responsibility for the Health Safety Unit with the Unit Manager. Establishes goals and objectives related to infectious disease reporting. Develops, reviews, revises, and implements legislation related to infectious disease reporting. Plans, implements, coordinates, monitors, and evaluates policies and procedures and monitors compliance with policies and procedures related to infectious disease reporting and prevention. Represents the HSU at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees. Manages continuous process improvement related to infectious disease data reporting and prevention. Participates in routine evaluation and improvement of relevant components of Unit web site. Assists in coordinating activities related to a student public health internship and practice. Assumes the duties of the Unit Director when Director is out of the office. Reviews legislation and prepare bill summaries, and resource person for assigned initiatives, exceptional items, and bills.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or continuity of operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities

Knowledge of local, state, and federal laws and regulations relevant to public health, healthcare, government, and/or infection prevention and control.

Knowledge of the principles and practices of public health administration and management.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems in infectious disease reporting and use of Department resources.

Skills writing concise, plain language, and accessible work products, such as email, task plans, manuscripts, policies, grant deliverables, and presentations.

Skill in operating standardized data and reporting systems, such as medical records, RedCap, NEDSS, NHSN, CDC Reporting.

Ability to establish operationalized, clearcut goals and objectives related to infectious disease reporting and prevention.

Ability to develop and evaluate administrative policies and procedures related to infectious disease reporting and prevention.

Ability to communicate effectively and flexibly via virtual and in-person modalities.

Ability to plan, assign, and supervise the work of others.

Ability to design, implement and evaluate data surveillance and quality improvement programs.

Ability to effectively prioritize multiple work assignments, while remaining flexible and professional.

Ability to budget money, time, and resources in a public health setting.

Ability to administer federal grant application processes and contracting processes.

Ability to devise solutions to administrative problems.

Ability to plan, assign and supervise work of others.

Ability to facilitate and work in a team environment.

Registration Or Licensure Requirements

CTCM and/or a-IPC preferred.

Initial Selection Criteria

  • Minimum 2 years of professional Manager or Leadership experience.
  • Bachelor's degree, Master's preferred.
  • Attention to detail and technical writing skills (per application and communications).
  • Minimum 2 years in public health, healthcare, government, or federal grants.

Additional Information

Due to the high visibility, sensitive, and impactful nature of our work, this position requires in-person work (not negotiable) at the DSHS Campus on 49th St in Austin, TX. This position is funded through July 31, 2027, and possibly longer pending CDC grant awards.
