The Texas Center for Infectious Disease (TCID) within the Division for Regional and Local Health Operations (RLHO) is a Joint Commission accredited Acute-Care Hospital that medically, behaviorally, and socially treats complex cases of certain infectious diseases. TCID seeks a motivated, energetic, and organized teammate to serve as our volunteer services coordinator and communications supervisor.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs advanced (senior-level) community relations and external communications work at the TCID.
Responsible for leading a team of three public health professionals to expand a 501c3 Volunteer Services /Community Relations Program. Work involves planning, organizing, directing, publicizing, and reporting functions of the volunteer services/community relations program. Accountable for identifying community and regional partners for fundraising, soliciting, community education, and special projects as assigned by the TCID Superintendent.
Works with local, state, and national groups involved in volunteering, granting funds, in-kind contributions of goods and services, and media communications. Serves as a representative for the superintendent between the Volunteer Services Council and the community.
Provides motivational and technical assistance for patient care services that require intervention beyond funded hospital resources.
Essential Job Functions (EJFs)
Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Develops and maintains the TCID Volunteer Program to address volunteer opportunities. Interprets HHS and DSHS policy related to volunteer services activities and rules. Assists in educating staff and volunteers to ensure adherence to those policies, purpose, and programs to area communities through technical assistance, public engagements, the media, and onsite events. Recommends revisions to TCID Volunteer Programs in coordination with others. Monitors and evaluates the use of the activities and functions of the TCID Volunteer Program. Supports volunteering, including recruitment, selection, training, placement, retention, and recognition for volunteers.
Assists in the solicitation of contributions and donations to expand services and quality of treatment and/or recovery. Provides support to the Volunteer Services Council as a non-voting member. Assists the Volunteer Services Council in determining appropriate fundraisers. Research funding opportunities which may include grants and community awards utilizing local business donations, various grants found through media and submitting those opportunities for leadership review.
TCID media relations and public information officer. Capable to communicate for radio, television, Internet, print media, and personal speaking engagements, locally, statewide, and nationally. Conducts and coordinates tours. Serves as a liaison between facility and community. Performs routine web design and development work. Prepares information for publication in peer-reviewed journals, and national, state, and local publications.
Maintains fiscal parameters established during event planning for expenditures and activities by maintaining expenditure logs, contributions obtained, and contributions expected or awarded. Prepares tracking mechanisms to prepare and create reports for all related volunteer services activities and events.
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge of policy and laws pertaining to soliciting, fundraising, and fiscal responsibilities of a government and/or non-profit organization.
Skilled in computer applications such as Microsoft Office, Outlook, Excel, and PowerPoint.
Skilled in fostering and maintaining positive relationships with community members and leaders.
Skilled in working with non-profit organizations and boards that govern non-profit organizations.
Skilled in the use of social media and other communication platforms.
Ability to plan, promote, and implement community service programs that support the facility.
Ability to speak and write effectively.
Ability to work effectively with professional and non-professional staff.
Ability to work effectively with community members and stakeholders.
Ability to work effectively with minimal supervision and make varied decisions within broad parameters.

Registrations, Licensure Requirements Or Certifications
Must possess valid Texas driver’s license or obtain it no later than 90 days after hire date. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
Initial Screening Criteria
Associate degree from an accredited college or university with a major in marketing, public relations, or non-profit management and one (1) year of direct experience in marketing, public relations, volunteer services work or non-profit management. Two years of direct experience may be substituted for educational requirement.

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.
All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
