JOB DESCRIPTION: (From HR-702, Section III)

Under the direction of the Immunization Section Operations Director, the Grant Specialist V will work closely with DSHS programs to perform advanced (senior-level) grant development, coordination, and administration work. Primarily works on the cooperative agreements and grants assigned to the position. Work involves preparing, maintaining, and reporting of grants; coordinating grant applications; reviewing incoming applications to determine compliance with requirements and standards; monitoring grant awards and projects; and serving as a liaison between DSHS and funding sources. Provides oversight to ensure all grant actions complete the agency planning, internal review, and submission processes in adherence with policies and procedures and implement corrective action when required. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS: (From HR-702, Section IV. Skip one line between each function percentage.)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(30%) Oversees the development and monitoring of assigned cooperative agreements and grants. Oversees the coordination, research, and identification of grant opportunities and the creation of proposals to secure funds for the Agency. Coordinates workgroups composed of internal DSHS programs to develop program objectives, work plans, budgets, and other required documentation for the submission of grants. Provides consultative services and technical assistance to internal programs in completing budget assignments, meeting deadlines, obtaining programmatic and departmental approvals, and developing project narratives and budgets. Reviews submitted grant proposals to ensure compliance with eligibility criteria and required grant documentation.

(25%) Oversees the development and review of assigned cooperative agreement and grant budgets in coordination with DSHS programs, the Funds Coordination and Management Branch, and the Budget Office. Reviews and monitors cooperative agreement and grant budgets and expenditures, including personnel costs, position vacancies, and grant-funded contract expenditures. Works with DSHS programs to develop, review, and submit grant budget and workplan redirections and categorical budget adjustments. Develops and presents monthly reports on cooperative agreement and grant expenditures for leadership. Oversee the documentation of all cooperative agreement and grant application and award amounts, including grant-funded contracts.

(25%) Oversees the development and implementation of effective techniques for monitoring and evaluating grants and cooperative agreements for the Immunization Section. Oversees the preparation, completion, and submission of administrative, financial, and performance reports on cooperative agreement and grant projects and finances. Monitors and tracks the progress and completion of cooperative agreement and grant-funded projects and activities. Oversees and determines compliance with cooperative agreement and grant reporting requirements and deliverables.

(15%) Serves as a liaison between the Immunization Section and DSHS programs with grant-funded projects, including attending meetings, responding to information requests, and resolving grant-related issues. Responds to inquiries and requests from cooperative agreement and grant funders. Participates as a subject matter expert on workgroups and meetings pertaining to assigned grants coordinated and monitored by the Immunization Section. Coordinates and conducts routine cooperative agreement and grant meetings, including preparing agendas, taking minutes, and following up on action items.

(5%) Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Skill in the use of a computer and applicable software, including MS Word, Excel, and project management software.

Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; to communicate effectively.

Initial Screening Criteria

  • Graduation from an accredited four-year college or university with major coursework in public administration, business administration, or a related field is generally preferred. Experience and Education may be substituted for one another on a year-for-year basis.
  • Experience in the grant or contract administration, development, coordination, and monitoring. Experience in grants is preferred.
  • Experience working with grant budgets.

ADDITIONAL INFORMATION: Use this to include any in-baskets, etc. Applicants selected for interview will be required to complete an in-basket exercise. This position will initially be working in the office for a minimum of two months until training is completed and will be eligible for telework after training is completed. Full salary range may not be offered due to budget limitations.
