Brief Job Description

Responsible for developing, writing, and monitoring the Texas 5-year plan to reduce ongoing HIV transmission in four major urban centers that account for roughly 50% of the annual new HIV diagnoses in Texas. Performs advanced and comprehensive duties in developing and directing the coordination and integration of local, regional, and state efforts for the planning and implementation of activities to address the HIV epidemic. Researches policies and practices related to HIV planning as well as strategies and advancements to address HIV diagnoses, retention in care, HIV viral suppression, and other relevant issues critical to achieving program goals. Provides consultative and technical assistance for DSHS HIV/STD Planners at the Department of State Health Services, as well as EHE jurisdictional coordinators. Oversees training of central office planning staff as well as regional EHE coordinators. Supports the coordination of the day-to-day operations of the HIV planning staff. Facilitates cross HIV/STD Prevention and Care Unit efforts to support local and county health departments contracted to engage in planning and addressing HIV. Develops, coordinates, and monitors aspects of local and statewide HIV planning, including providing technical assistance to contractors. Considerable latitude is required for the exercise of independent initiative, judgement, and action within the program.

Essential Job Functions (EJFs)

30% Develops and coordinates the state's long-term strategic plan to address the ongoing HIV epidemic, including the four major urban centers, which account for roughly 50% of new annual HIV diagnoses in Texas. Provides oversight and directs the work of staff at each local or county health department through the development of planning methodologies and specifications. Develops and evaluates policies and procedures. Evaluates local and county health department planning processes and plan components. Collects, organizes, and analyzes epidemiologic, community assessment, and provider data necessary for the development and implementation of the state plan. Provides technical assistance and direction to DSHS planning staff, contracted local and county health department staff, and community stakeholders to increase planning capacity. Consults on the planning, design, and implementation phases by regularly facilitating and participating in local and stakeholder meetings.

25% Coordinates and monitors the work of DSHS planning staff and provides training and technical assistance. Develops and plans training of new staff to improve staff performance. Monitors staff documentation of site reviews, technical assistance reports, and corrective action plans. Performs staff recruitment and interviews for consultant vacancies. Models best practices during site reviews and other programmatic communications.

15% Prepares and monitors performance measures and implementation progress of the state plan. Leads interdisciplinary cross-unit teams to ensure successful implementation and coordinated support for contracted local and regional health departments. Serves as the liaison between DSHS HIV programs and local and county health department directors and staff, as well as community stakeholder groups, and, when necessary, federal project officers or technical assistance providers to support coordination of plans and plan implementation. Evaluates progress toward planning goals and objectives and regularly presents updates to HIV program leadership. Evaluates contracted local and county health departments' planning processes, products, and implementation for compliance.

15% Researches and analyzes local, state, and national HIV trends. Researches national and state policy, regulations, rules, and guidance relevant to HIV planning and implementation strategies. Makes recommendations for program policy and procedure to incorporate required national and state policy. Identifies, researches, and presents information on issues and strategies strategic to the mission of the HIV program. Researches and maintains current knowledge of best practices relevant to HIV planning and service delivery. Conducts studies necessary to inform and support the HIV program goals and objectives.

10% Coordinates and conducts planning projects, research projects, and studies necessary to support the HIV program's strategic planning. Coordinates and facilitates the development and monitoring of unit strategic plans. Develops and writes unit strategic plans as necessary. Leads and participates in cross-program and interagency activities necessary for the development, monitoring, and implementation of strategic plans and policy.

5% Other duties assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern and/or a different location.

Knowledge Of

Knowledge of principles, objectives, and procedures of governmental planning, programming, and research

Knowledge of PC applications used to analyze and present data
