Brief Job Description

This position performs complex managerial work for the Operations Team in the Tuberculosis (TB) and Hansen's Disease Section (Section). Provide vision, leadership, and strategic direction by planning, setting goals and objectives, directing and coordinating the financial functions and all operational activities in the Section. Respond to assignments involving the Legislative Appropriations Request (LAR), operating budget and manages the Section's finances. Develop financial strategies and proposals to secure additional funding. Develop and implement the Section's financial strategic plan ensuring financial goals and objectives are consistent with the strategic plan for the Infectious Disease Prevention Division (IDP); develop, and implement financial management procedures; performance monitoring; executive level reporting; and directly supervise operations staff. Present financial updates to the Section director, deputy commissioner, associate deputy commissioner and DSHS leadership. Analyze legislation, determine fiscal impact, and develop fiscal notes. Establishes short-term and long-term financial planning. Develop and maintain working relationships with internal leaders, contracted entities and vendors. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJF)

(20%) Administer and direct the financial activities for the TB and Hansen's Disease Section which is responsible for delivering TB and Hansen's disease services statewide. Lead financial operations to ensure compliance with agency/state/federal policies and procedures. Ensure the integrity of financial operations within the Section and maintain adequate internal controls to safeguard the use of financial assets. Prepare financial studies and analyses of problems and recommends solutions. Review and approve management, productivity and financial reports and studies. Develop long-term and short-term strategies to maximize the use of appropriated funds. Participate in approving requisitions, purchase order adjustments and emergency purchases; develop and approve budgets and major expenditures including allocations, transfers and adjustments; approve payment of vendor invoices for goods and services; approve financial and grant reports.

(20%) Direct and supervise complex agency budget preparation and analysis work that includes the examination, review, and analysis of agency operating budgets; the compilation of statistics and reports relating to budgetary activities to present at board or legislative meetings; continuously provide technical advice and assistance to agency management and staff on budgetary and fiscal matters that relate to all agency expenditures, including contracts. Monitor revenues, expenditures, encumbrances, and un-obligated balances to ensure expenses are within budget and implement corrective actions as necessary. Review results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.

(20%) Direct all operational activities within the Section. Develop systems that support seamless oversight of accessing various data applications, vendor performance, privacy incidents, records retention, contract development, contract renewals, contract close-out, and maintenance of program documents. Participate in responding to division requests. Complete division assignments including legislative requests. Represent the Section director at business meetings, legislative sessions, conferences, seminars and other events. Provide professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.

(20%) Plan, assign, and supervise the work of the Operations staff: Hire, manage, and develop staff through mentoring, trainings, and performance appraisals. Identify training needs of direct reports, develop work performance plans, and conduct performance evaluations annually. Work within agency constraints to provide staff with the training, tools, and information needed to carry out their responsibilities and to succeed in their work. Direct and evaluate staff and recommend appropriate personnel actions to foster a fair, honest and equitable work environment to promote teamwork and competency. Direct work assignments and provide clear direction on responsibilities and work performance expectations using written and verbal communication. Review and approve leave and ensure all human resource activities are in accordance with agency and system policy. Disseminate information and management decisions to staff regarding relevant departmental activities. Provide direction to staff regarding activities and operations of their functional areas. Post vacant positions and conduct interviews including selecting and hiring staff.

(10%) Participate in program collaboration and service integration activities. Work across program areas in and outside the Section to support overall TB and Hansen’s disease functions. External groups include but are not limited to the Pharmacy Unit, Contract Management Section, Funds Coordination and Management Branch, Laboratory Section, IDP, Division for Regional and Local Health Operations, public health regions and local health departments.

(5%) Maintain a competent TB and HD workforce statewide. Work with Section staff to develop and/or maintain trainings including materials relevant to internal and external stakeholders. Work with Section staff to organize conferences, seminars, webinars and other video training opportunities on budget development, state and federal funding parameters, use of state resources, etc. Develop and routinely update materials that support fiscal accountability, vendor management, etc.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Licensure, Certification, Or Registration Required

Current and valid Texas driver's license

Knowledge, Skills And Abilities

Knowledge of local, state, and federal laws and regulations relevant to program area; and of the principles and practices of public administration and management.

Knowledge of contract management

Advanced knowledge of governmental accounting and budgetary procedures and processes.

Knowledge of legislative appropriations requests and operating budget processes.

Knowledge of budget and forecasting practices and operations.

Advanced knowledge of cost allocation methodologies.

Knowledge of relevant laws such as HIPAA and data privacy regulations.

Knowledge of training and supervisory techniques.

Initial Screening Criteria

Management experience above the first line supervisor level (must be noted in application/resume). Graduation from an accredited four-year college or university with major course work in a field relevant to the position. Experience and education may be substituted for one another. Experience in budgeting. Additional experience in responding to legislative assignments including budget assignments is preferred.
