Job Description

Under the direction of the Manager V, performs routine administrative support work for the Public Health Region 1 Coordinated Program Support (CPS) program. Works under moderate supervision with limited latitude for initiative and independent judgment. Performs purchasing and receiving duties in support of regional programs. Maintains the fleet vehicle program for the Amarillo office. Acts as the Assistant Fleet Coordinator for the region. Performs daily Amarillo office coordination duties. Performs administrative duties and assists the Manager V working issues for the Amarillo office. Performs asset and warehouse management duties. Serves as the back up Local Office Coordinator and orders office supplies as needed. Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety.

Essential Job Functions (EJFs)

EJF 1 (35%) Performs purchasing and receiving duties.

  • Enters requisitions and tracks purchase orders to completion.
  • Provides technical assistance and consultation to programs.
  • Receives orders and ensures receiving duties are complete.
  • Makes purchases using the Procurement Card as directed.
  • Maintains all documentation associated with the purchasing and receiving of supplies and services.
  • Communicates with the Budget Analyst and Manager V regarding issues related to purchasing and receiving.

EJF 2 (20%) Maintains fleet vehicles program in Amarillo Sub-Office.

  • Acts as the Assistant Fleet Coordinator for the region.
  • Maintains fleet vehicles in Amarillo in accordance with regional procedure and HHSC enterprise policy.
  • Files and maintains all vehicle documentation, enters gas receipt expenses in spreadsheet.
  • Maintains fleet binders and submits daily use logs and other documentation to the Regional Fleet Coordinator.

EJF 3 (15%) Performs office coordination duties.

  • Coordinates all building maintenance and office equipment issues.
  • Ensures daily office operation, receives phone calls, receives visitors and handles mail procedures.
  • Assists with the reservation and tracking of audiometers for the Vision and Hearing program.
  • Assists with the development of Amarillo Office and Coordinated Program Support procedures.
  • Serves as the Back Up Local Office Coordinator for Regional Administrative Services.

EJF 4 (15%) Performs administrative duties and assists the Manager V.

  • Informs Manager V of emergency office issues (water, heating/cooling, power outages etc.)
  • Performs administrative support duties for the Manager V as needed.
  • Schedule calendar appointments, maintain schedules and complete travel paperwork.
  • Manage daily telephone calls by accurately taking messages or forwarding calls to the appropriate person.
  • Maintain Outlook calendar and schedule appointments as requested.
  • Track deadlines, urgent requests and ensures record retention rules for email are followed.
  • Manage central files, applying appropriate records retention rules.
  • Coordinates meetings, to include agenda preparation and room scheduling.

EJF 5 (10%) Performs asset and warehouse management duties.

  • Serves as the Assistant Asset Coordinator for the region with focus on tracking of assets located in Amarillo.
  • Ensures warehouse rules are maintained ensuring cleanliness and safety procedures are followed.

EJF 6 (5%) Performs other duties as assigned.

  • Assists with disaster response and/or recovery efforts because of subject matter expertise or specific skill set.
  • Serves in the Regional Health and Medical Operations Center, DSHS State Medical Operations Center or any other operations centers as needed.
  • Be deployed to an affected area of the state during the response to and/or recovery from an all-hazard event.
  • Disaster response may require working in adverse conditions for long periods of time.
  • Works alternate work schedule when disaster events occur to include evenings, weekends

Knowledge, Skills And Abilities (KSAs)

Knowledge of office practices and administrative procedures.

Knowledge of agency rules, regulations, policies and procedures.

Knowledge of budgeting, purchasing and receiving processes.

Knowledge of computer software to include Microsoft Office (Word, Excel, PowerPoint, Outlook, TEAMS)

Ability to interpret agency rules, regulations, policies, and procedures.

Ability to work effectively with external suppliers and customers.

Ability to direct, train and work effectively with a variety of individuals and groups.

Ability to work as a team member and propose recommendations on necessary changes.

Ability to analyze and make decisions

Ability to prepare accurate reports.

Skill in building management, i.e. security, HVAC, etc.

Skill in fleet management.

Skill in warehouse management.

Skill in communicating effectively both verbally and in writing.

Skill in scheduling and planning work tasks.

Registrations, Licensure Requirements, Or Certifications

Must possess a valid Class C Texas Driver’s license or equivalent from another state.

Initial Screening Criteria

1 year experience with purchasing, requisitions, and receiving items preferred.

1 Year Experience With Basic Office Management Required.

Experience with Microsoft Suite including email, calendar, and TEAMS preferred.

Additional Information

Experience with warehouse and fleet management preferred.
