GENERAL DESCRIPTION: Perform public safety work. Work involves the enforcement of criminal and general laws of the State of Texas and the enforcement of rules and regulations of the Department of Public Safety regarding parking, traffic, licensing, safety, and security of persons and property. May train others. Work under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Perform personnel, traffic, and criminal investigations; prepare complaints and cases for presentation in court; preserve and present physical evidence; testify in court; and reports disposition of case.

2. Administer first aid in emergency situations; and contact friends or relatives of deceased or injured individuals as needed.

3. Detect violations, make violator contacts, and place violators in custody or issue citations or warnings.

4. Serve traffic and criminal warrants, and arrest, process, and transport prisoners.

5. Patrol assigned areas and state office buildings, grounds, and parking facilities to check for security violations.

6. Perform disaster rescue operations, care for the injured, control crowds, and direct traffic.

7. Prepare activity, auto, mileage, repair, and gasoline consumption reports.

8. Remove debris from roadway; assist stranded motorists; and arrange for transportation, repair or towing services.

9. Answer inquiries pertaining to legal, policy, or procedural information.

10. Perform maintenance and servicing of assigned fleet vehicles.

11. Plan and participate in safety programs.

12. Assist with the handling and processing of applicant investigations.

13. May conduct firearms training.

14. May conduct investigations into fleet vehicle crashes or incidents.

15. May train others or provide guidance to less tenured staff.

16. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

17. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from the Department of Public Safety Training Academy. Graduation from an accredited four-year college or university with major course work in Criminal Justice, Corrections, Criminology, Police Science, or a related field is generally preferred.

Experience – Must be a retired commissioned officer who has retired from the Employees Retirement System of Texas and whose last position was as a commissioned officer within the department and attained the rank of Trooper or higher with the Texas Highway Patrol Division. If applicable, experience serving at the rank of Trooper or higher within the respective Specialized Unit of the posted position is required.

Licensure and/or Certification – Must be able to obtain a license as a Texas peace officer by the Texas Commission on Law Enforcement. If driving is required, must possess a valid driver's license.

Regulatory Knowledge – Knowledge of police methods. Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Equipment Use and Maintenance – Ability to use and care for firearms, radar and radio equipment, eye-testing equipment, and breath test instruments; to use physical tactics and first aid; to operate law enforcement vehicles; to communicate effectively; and to train others.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule – Availability for after-hour and weekend work is required.

  • hazards associated with traffic control and working in and near traffic

Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
