General Description

The License and Permit Specialist performs complex (journey-level) licensing duties for the Licensing Division. Work involves initial review, analysis and input of the most complex licensing applications and fee payments; records maintenance; responding to customer and staff inquiries; preparing, interpreting, and disseminating information concerning agency programs and services. May train personnel. Responsible for maintaining and providing statistical data to the Licensing Manager. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Work requires frequent contact with the public, government officials and department staff. This position reports to the Licensing Manager.

Essential Job Functions

Receive, review and process incoming license applications, including the most complex applications and fee payments that require in-depth analysis.

Input applications as needed, generate letters of incomplete application and monitor application status as necessary. Approve and issue licenses when all requirements are met.

Create, prepare, review, and process outgoing and incoming correspondence for correction and application completion.

Interpret, explain, and disseminate information regarding regulated industry laws and rules requirements, policies and procedures to the public, government officials, and department staff in a positive and professional manner in such a way as to instill confidence and trust.

Prepare and maintain records associated with license applications, including accurately documenting action taken on accounts in sufficient detail for co-licensing specialists, customer service representatives, and management to determine status of work in progress or work completed.

Comply with division and/or agency training requirements.

Responsible for training staff and writing/updating standard operating procedures.

Assist with development of new licensing application forms and databases.

Keep management appropriately informed of ongoing activity and critical matters affecting the operational well-being of the agency.

Adhere to all TDLR Personnel Policies and perform other duties as assigned or required to maintain agency and division operations.

Perform complex research and may compile reports and written summaries.

May write or edit written procedures for the Licensing Division, may assist in drafting administrative rules, and may assist in the development of internal divisional forms.

Perform related work and participate in special project committees as assigned.
