Job Duties:Develops contracts by identifying provider resources, describing services to be rendered, and negotiating contract features. Coordinates and facilitates contract pre-award and post-award activities; monitors contract performance and billings; confers with contract providers to ensure compliance with policy, procedure, legal, and fiscal requirements; assists in the dispute resolution process; and assists in negotiating contract renewals, amendments, and plan changes. Prepares specifications for bid requests; develops procurement documents; assists in developing bid evaluation instruments; and maintains contracting records. Assists in providing guidance regarding contract administration policies, procedures, rules, and regulations; and responds to requests for program information. You'd be a GOOD fit if:You can perform contract management work reliably and shows solid analytical, communication, and negotiation abilities. This individual has experience developing contracts, assisting with pre award and post award activities, monitoring performance and billings, preparing specifications, and keeping accurate contracting records. They have a working knowledge of contracting laws, regulations, policies, procedures, and automated purchasing methods, and can apply these appropriately. A good candidate communicates clearly, works cooperatively with internal and external partners, reviews fiscal and technical data with care, and uses reasonable judgment to help resolve issues and support provider compliance. They typically have at least three years of relevant experience, maintain required certifications such as CTCD and CTCM, and demonstrate dependability, professionalism, and the ability to work with some independence while supporting the agency's contracting goals.This position utilizes word and excel spreadsheet dailyYou'd be a GREAT fit if:You have a strong grasp of contract law, procurement policies, and relevant state or federal regulations. Comfort using modern contract management software, procurement databases, and advanced spreadsheet tools for tracking. The capacity to perform cost and price analyses while spotting potential legal or financial risks before they turn into problems. A keen eye for catching small errors, typos, or unfavorable clauses during a thorough review. Clear oral and written communication to explain complex provisions to internal teams, legal departments, and external partners. The ability to juggle multiple contracts at different stages of their lifecycle while meeting tight deadlines under pressure.
