About The Division
General Description
The Information Technology Division is looking for an individual to provide supervisory computer systems analysis, design and operations management for activities of Server and Hybrid-Cloud Administration Services. This individual should have knowledge of Cloud Platforms: AWS (EC2, S3, RDS, Lambda, EKS, ECS), AWS Outposts; Virtualization: VMware vSphere, vCenter, NSX, Nutanix; Operating Systems: Windows Server 2016/2019/2022, RHEL, Amazon Linux; Container Platforms: Red Hat OpenShift, Kubernetes, Docker; Automation Tools: Terraform, Ansible, PowerShell, Bash scripting and Monitoring: AWS CloudWatch, Dynatrace, Splunk , VMware vRealize Suite, Grafana, Prometheus.
Work Hours:
8AM to 5PM, 40-hour week, Monday – Friday, with occasional evening and weekend hours possible. Hours may change based on business need.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 3days/week, etc.). Travel reimbursements are not provided for teleworking.
Qualifications
Minimum Qualifications:
One (1) additional year of the full-time minimum experience in cloud platform management and administration may substituted for thirty (30) semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
Licenses/Certifications (Preferred):
Provides operations management, architectural design and systems analysis.

Qualifications
Minimum Qualifications:
- Bachelor's degree.
- Eight (8) years of progressive IT infrastructure management and support experience
- Three (3) years of cloud infrastructure management experience including Hybrid environments
- Three (3) years of team management experience with technical professionals
- Bachelor's degree in information systems, computer science or related field.
- Expert-level knowledge of AWS services, AWS Outposts deployment and management
- Strong experience with VMware vSphere, vCenter, and hybrid cloud integrations
- Proficiency in Windows Server administration and Active Directory management
- Advanced Linux system administration across multiple distributions (RHEL, Amazon Linux)
- Hands-on experience with Red Hat OpenShift container platform and Kubernetes
- Knowledge of infrastructure as code tools (Terraform, CloudFormation, Ansible)
- Experience with monitoring and observability tools (CloudWatch, vRealize Operations, Prometheus)
- Proven track record of leading transformational technology initiatives
- Strong change management and organizational development capabilities
- Excellent communication skills with ability to present to executive leadership
- Experience managing remote and distributed teams
- Demonstrated success in cloud cost optimization and financial governance
- Experience with cloud billing analysis, cost allocation, and budget management
- Understanding of cloud economics and pricing models across multiple platforms
- Ability to translate technical metrics into business value propositions

Provides operations management, architectural design and systems analysis.
- Designs, implements, and manages hybrid cloud architectures spanning AWS public cloud, AWS Outposts, and on-premises VMware vSphere environments
- Oversees multi-platform operations including Windows Server, Linux distributions, and Red Hat OpenShift container platforms
- Develops and maintains cloud governance frameworks, security policies, and compliance standards
- Leads migration strategies from legacy systems to hybrid cloud solutions
- Ensures high availability, disaster recovery, and business continuity across all platforms
- Architect modifications and enhancements and support technical and business needs of the agency.
- Analyzes existing procedures for efficiency and effectiveness.
- Leads and manages IT projects.
- Stays informed on latest developments in cloud platforms and applications.
- Utilizes agency ticketing system to enter and track problems and work requests.
- Monitors work performance, conducts evaluations for staff, develops competencies, and resolves employee issues according to agency policy.
- Serves as a role model, mentor, and motivator to employees.
- Demonstrates professional conduct and adherence to agency policies.
- Ensures the professional development of section personnel through activities such as classroom training, on-the-job training, online training job rotations, cross training and special assignments and projects.
- Oversees personnel management activities of the section including hiring staff, employee recognition and development, and disciplinary actions.
- Distributes and balances workload among employees in accordance with agency and division priorities as well as established workflow or essential functions.
- Instructs employees on specific tasks, job functions, and makes available instructions, reference material and supplies.
- Ensures employees are adhering to agency, division and sections policies, procedures, and accepted practices.
- Ensures employees are utilizing agency change management processes.
- Ensures employees are creating and maintaining documentation for system implementation, maintenance, technical how-to and troubleshooting procedures.
- Tracks employee statistics and provides timely feedback through progress reporting.
- Supports the development of procurement documents and evaluate vendor responses to solicitations.
- Supports the establishment of service levels for the purpose of contract monitoring.
- Evaluates the performance of vendors on contracts.
- Supports the planning and submitting budget requests and justifications for both capital and non-capital expenditures for primary area of responsibility.
- Implements comprehensive cloud cost management and optimization strategies
- Establishes cost visibility, accountability, and governance across all cloud platforms
- Develops and monitors cloud budgets, forecasting, and financial reporting mechanisms
- Drives cost optimization initiatives including rightsizing, reserved instances, and resource tagging
