This position is a member of our Financial Administration Division.
Heres What Youll Be Doing
Provide guidance and training related to the acquisition of goods, services, and equipment for programs of the Texas Commission on Environmental Quality (TCEQ).
Develop, plan, organize, and coordinate specifications to include best value criteria for commodities and services to meet customers needs. Prepare procurement documents as necessary.
Assist agency program areas in planning, scheduling, and developing solicitation activities; prepare solicitation and procurement documents; review bids for completeness and compliance prior to the processing of invitation for bids; and maintain updated information regarding federal and state procurement laws.
Develop and revise purchasing guidelines, procedures, policies, rules, and regulations as required. Provide training and guidance to the agency on procurement procedures and guidelines.
Serve as liaison to all divisions and state and federal agencies. Attend monthly HUB meetings and CPA/SPD lecture series. Assist on an on-call basis for questions and/or emergencies.
Ensure procurement files are well documented and appropriately maintained, and necessary information and documents are maintained in respective databases. Submit and review data as required for agency and state reporting.
Qualifications
KEY QUALIFICATIONS
Public sector procurement or contract experience -local, state, and/or federal
Experience with Comptroller of Public Accounts/Statewide Procurement Division software: TxSmartBuy
Required Education Experience
Four years of full-time experience in procurement.
OR
Five years of full-time experience in administrative capacity* involving purchasing experience and responsibilities.
Fifteen semester hours from and accredited college or university may be substituted for each six months of the required experience.

CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Purchaser state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Purchaser series.
WORK SCHEDULE
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
