Job Description
The Buyer I performs procurement activities required to obtain goods and services for the agency in accordance with all state System and Agency regulations and procedures relating to purchasing. They will assist departments, maintain vendor relations, help develop specifications, maintain files, assist with implementation of agency HUB program and perform other duties as assigned by the Purchasing Department Head.
Responsibilities:
- Receive agency departmental purchase requests, prepare specifications, solicit and review bids and recommend awards according to state of Texas, System and Agency procurement regulations and procedures.
- Assist with various routine contracting processes.
- Process assigned requisitions entered into FAMIS.
-Assist agency departments with procurement needs: 1) Product/services research and specification development. 2) Vendor sources - CMBL (Centralized Master Bidders List), HUB (Historically Underutilized Businesses) agency bid list. 3) Adherence to purchasing regulations and procedures. 4) Perform other related tasks as required.
- Assist HUB Coordinator with operation of HUB Program.
- Other duties: 1) Assist Purchasing Department Head with emergency purchases during Emergency Response Incidents. 2) Assist Purchasing Department Head in researching audit issues, regulation/procedure implementation and other related purchasing functions. 3) Help prepare and submit reports as required by State and System
- Other duties as assigned.

Education and Experience:
Required Education: Bachelor's degree. Four (4) years of public procurement can be substituted in lieu of a degree.
Preferred Education: Bachelor's degree in Business
Required Experience: None -this is an entry level position.
Preferred Experience: Experience in State of Texas governmental purchasing or contracting in higher education.
Knowledge, Skills and Abilities:
Required Knowledge: Word and Excel
Preferred Knowledge: Working knowledge of Texas purchasing regulations and TAMU System databases and purchasing system (FAMIS)
Required Skills: Strong interpersonal skills. Sound judgement. Great attention to detail.
Required Abilities: Multi-task and work cooperatively with others.
Registrations, Certifications, and Licenses:
Required: Valid Texas Driver's license. Complete State of Texas Basic Purchaser Course within 3 months of employment. Possess or acquire CTCD (Certified Texas Contract Developer) within 12 months of hire.
Preferred: Possess CTCD
