This position is located at Departmental Offices,Terrorism and Financial Intelligence - Intelligence Analysis. As an Intelligence Operations Specialist (Cyber Counterintelligence), you will function as a counterintelligence (CI) officer, providing CI cyber expertise to Office of Counterintelligence (OCI) assessments, operations, and investigations.
Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as ALL of the following:
-Conducting research, evaluating collection, and performing analysis on cyber intelligence topics; AND
-Applying cyber counterintelligence (CI) regulations, policies and programs; AND
-Providing research and evaluation on cyber-derived intelligence information to determine the operational capabilities and effectiveness of foreign intelligence entities.
Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as ALL of the following:
-Conducting research, evaluating collection, and performing analysis on cyber intelligence topics; AND
-Applying cyber counterintelligence (CI) regulations, policies and programs.
Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes ALL of the following:
-Conducting research and analysis on cyber intelligence topics; AND
-Applying cyber counterintelligence (CI) regulations, policies or programs.
OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree, if related; OR
3 full years of progressively higher level graduate education leading to such a degree, if related; or LL.M., if related; OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

Responsibilities:
Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- The incumbent is a counterintelligence specialist, experienced in conducting CI assessments,
operations and investigations, with expertise on CI cyber activities, and knowledgeable in the
operations and resources of the intelligence community. - Develop and coordinate proactive CI projects and activities to detect or exploit attempts by foreign
intelligence entities (FIE) to target Treasury and its personnel. - Conduct or support CI related computer inquiries and investigations. Prepare reports
documenting forensic collection and analytic findings and provides mitigation recommendations. - Provide assessments on FIE cyber capabilities and activities and potential threats to and impact on
Treasury information systems and operations. - Conduct open and classified source research in support of CI cyber initiatives. Prepare cyber threat
products and presents CI cyber threat awareness briefings.
