Terrestris, LLC is seeking a seasoned senior retired Reconnaissance Marine to serve as the Program Manager for a large-scale Advanced Reconnaissance and Surveillance (Adv R&S) training and exercise program in support of the 3rd Recon Battalion. This role will oversee more than 40 specialized role players, instructors, and Subject Matter Experts (SMEs) deployed across multiple field training and austere environments.
Key Responsibilities
- Manage diverse teams of role players, SMEs, HUMINT/SIGINT professionals, and instructors supporting the Advanced Reconnaissance and Surveillance RMT Course across CONUS and OCONUS locations.
- Coordinate all logistics, including lodging, transportation, and personnel movements for specialized role players and instructors.
- Plan and execute events in public venues (e.g., restaurants, bars, community events) and integrate specialized elicitation and counter-elicitation role players.
- Oversee the conduct of Surveillance Ride-alongs and FPR (Foot & Vehicle) Ride-alongs; must be comfortable operating in and out of vehicles.
- Supervise all sUAS support activities, including competitive recon drone operations, sUAS photomosaic collection, drone assembly/disassembly, and daily management of Drone SMEs.
- Lead program execution aligned with I3 standards alongside USMC CI/HUMINT, SIGINT, SOF, and other Intelligence Community partners; provide guidance, mentoring, and feedback to SMEs and active-duty personnel.
- Manage and provide oversight for Mesh Radio Network Equipment Familiarization and Practical Application, including setup, form-factor fabrication, emplacement, and communications checks in rural, urban, and sUAS environments.
- Maintain comprehensive understanding of the RMT full mission profile with hands-on capability to design, adapt, and run complex training scenarios in both CONUS and OCONUS environments.
- Develop FRAGOs for Specialty Role Players, Embassy Country Teams, small-team mentors, DATTs/Attachés, civilian role players, elicitation role players, border patrol role players, and other specialized personnel from mission planning through Hotwash.
Required Qualifications
- Senior retired Reconnaissance Marine (E8 , CWO3 , or O4 ) with MOS 0321.
- Graduate of a formal instructor course (basic or senior), or service-equivalent.
- Graduate of an operative training course, Advanced Special Operations Training Level 3, or equivalent training from special reconnaissance or special mission units.
- Demonstrated knowledge of current Marine Corps training policy and procedures through documented experience.
- Familiarity with PME institutions/programs (resident or non-resident), such as:
- Expeditionary Warfare School
- Command and Staff College
- SNCO Academy
- Advanced Leadership School
- Or equivalent service programs
- Active TS/SCI clearance required.
