This Administrative Officer for Organizational Development service is responsible for personnel management, budgetary execution, compliance and audit processes, and administrative functions impacting the organization's mission to effectively train and education employees throughout the organization. The incumbent serves as a resource to executive leadership team, service chiefs, and medical center employees and provides leadership, direction and coordination for the service.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/09/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
  • Examples of appropriate SF-50s include:
    • Within grade increases at the highest grade held; or
    • Promotions with an effective date more than one year old; or
    • SF-50s at the highest grade held with an effective date more than one year old.
In addition to meeting the Time-in-Grade requirement, applicants must also meet the specialized experience below.

Your experience must be fully documented in your resume and must include job title, duties, GS level held (if federal experience), month & year start/end dates, AND hours worked per week to receive proper evaluation.

Applicants must meet one of the following to be minimally qualified for the GS-9 Grade Level:
  • GS-9 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
    • Exercising decision making, problem solving, and team development principles/techniques.
    • Driving process improvements, coordinating multidisciplinary initiatives, and advising service chiefs on training and resource priorities.
      Coordinating and planning for departmental operations, needs, and processes.
    • Maintaining data files, source documents, and develop presentations to support the service.
    • Performing federal timekeeping duties using VATAS or a comparable electronic timekeeping system.
    • Using government purchasing systems or purchase card programs in accordance with federal acquisition regulations.
    • Providing administrative support within a healthcare, clinical, or VHA service line environment.

  • EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Transcript MUST be provided.
OR
  • COMBINATION: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. You must have a combination of specialized experience and education beyond 1 full year of graduate level education. (Transcript MUST be provided.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

PHYSICAL REQUIREMENTS: The work is mostly sedentary, however, there is a requirement for some walking, standing, bending, and climbing to review activities outside the office and to attend committee meetings. Travel may be required to attend VISN meetings, perform operations at any of the Tennessee Valley Healthcare System facilities, and/or appropriate conferences.

Responsibilities:

The core duties of the position include but are not limited to the following:
  • Serves as Fund Control Point Official, reviews/coordinates/obligates, and reconciles funding requests.
  • Assists in budget preparation for education-related funds and expenditures.
  • Ability to communicate effectively in writing and in person.
  • Prepares incoming/outgoing mail, correspondence, minutes, reports, and memorandums, and reviews for accuracy and completeness.
  • Possesses comprehensive knowledge of principles, practices of management, and organization to emphasize workforce development, performance consulting, education, quality management and customer service/satisfaction, and measures of evaluation.
  • Completes advanced strategic plan for facility in coordination with the DLO, regarding education.
  • Communicates duties such as electronic mail, publishing, calendar, spreadsheet, database, and/or graphics in meetings or briefings.
  • Organizes, schedules, and prepares education resource committee meetings and minutes.
  • Demonstrates ability to complete multiple projects within service.
