Duties Description

This Temporary Assistance Specialist 4 position is for the Director of the SSI State Supplement Program (SSP) Bureau and the Operations Bureau within the Division of Employment and Income Support Programs (EISP).
Duties include but are not limited to, the following:

• Oversee the Operational management and distribution of approximately $40 million in monthly SSP benefits to nearly 600,000 eligible SSP recipients; Identify opportunities for SSP program improvements and execute comprehensive strategic plans that lead to the implementation of those program initiatives;
• Develop and represent OTDA’s position on SSI State Supplement Program policies through oral and written communications with Federal, State and local partners, and with external stakeholders;
• Provide fact-based recommendations to the Employment and Income Support Program Deputy Commissioner and to OTDA executive staff on the resolution of critical policy, operational and procedural issues encountered in establishing SSP eligibility and administering benefit issuance;
• Manage the development of policy guidance and the provision of technical assistance to stakeholders as new systems applications and policy/process changes are implemented;
• Identify opportunities for SSP program improvements and efficiency, including ways to avoid SSP payment and eligibility determination errors, enhance accessibility of client information and ability to report changes while ensuring a high level of customer service and compliance with policies and procedures; establish improvements that relieve administrative burdens;
• Lead the EISP’s Operations Bureau in managing the necessary processes to support EISP’s human resources, space planning, financial, training and computer-related needs for over 250 state staff, and contract staff;
• Advise EISP’s Deputy Commissioner on the recruitment process for EISP, from Freeze Waiver requests, item clearance verification for usage, posting requests, list requests, EOD Recommended Appointment Systems (REAPS) forms, Human Resources Information System (HRIS) entries for all new hires, promotions, exam planning, civil service protocols;
• Investigate, provide counsel and conduct where necessary, counseling sessions, disciplinary sessions and other labor management disputes;
• Supervise the management of the Statewide Financial System (SFS) entries, inquiries, work collaboratively with Division of Budget and Financial Management (DBFM) to ensure accurate and complete processing of purchase orders for the Division;
• Attend regular meetings with the EISP Deputy Commissioner to report on the status of projects; assist with other Operations, SSI/SSP-related assignments, providing guidance, as needed; and
• Overall management, supervision and leadership of close to 70 staff between the 2 Bureaus under their portfolio.

Minimum Qualifications

Eligible for a lateral transfer or eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. A full-time, permanent competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for a permanent competitive appointment to this title. A background check of the selected candidate will be required if an exempt appointment is made. Candidates must be legally authorized to work in the United States.
