Key Responsibilities
- Lead cross‑functional teams of business analysts, data analysts, developers, and vendors through the full project lifecycle
- Manage highly complex, enterprise‑scale IT implementations as well as smaller concurrent initiatives
- Define and document business and technical requirements in collaboration with product owners, SMEs, and scrum teams
- Guide strategic direction for technology solutions aligned to organizational goals
- Coordinate development, testing, and deployment activities to ensure successful implementation
- Support business and operational teams during system analysis, validation, and user testing
- Develop and deliver project status reports, risk assessments, and executive‑level communications
- Ensure project governance, controls, and compliance standards are consistently followed
- Manage scope, schedule, budget, and overall delivery to ensure projects are completed on time and within budget
- Mentor and train internal staff on project management best practices to support long‑term sustainability
In this role, the candidate will make a measurable impact by:
- Driving modernization of Medicaid systems to improve efficiency, data quality, and service delivery
- Supporting provider enrollment and credentialing processes that affect healthcare access statewide
- Strengthening project governance and delivery standards across enterprise IT initiatives
- Enabling smoother collaboration between business stakeholders and technical delivery teams
- Helping transition project ownership and knowledge to internal state resources
- Successful experience managing information technology solutions.
- PMP certification or equivalent working experience.
- Knowledge of various software development methodologies (agile, waterfall, DevOps, etc.)
- Active implementations requiring support include Provider Enrollment and Credentialling, and MMIS System Modernization, Medicaid HR-1.
- Experience in successfully applying project management and project governance principles.
- Proven experience managing information technology solutions in complex environments
- Experience leading large‑scale, enterprise IT projects from planning through implementation
- Strong understanding of project governance and delivery frameworks
- Ability to communicate effectively with both technical and non‑technical stakeholders
- Hybrid role with onsite presence in Pierre and/or Sioux Falls, SD, at least quarterly
- Project engagement expected to last up to 24 months, with potential extensions based on performance and funding
