IT Procurement Specialist

Overview

We are seeking an experienced IT Contracting Officer to lead and manage technology procurement and contracting activities. This role is critical in ensuring that IT contracts align with organizational standards, strategic objectives, and compliance requirements. Key Responsibilities

• Manage end-to-end IT procurement processes, including RFPs, RFIs, RFQs, and sole-source justifications.
• Draft, review, and negotiate IT contracts for software licensing, SaaS, cloud services, hardware, and professional services.
• Collaborate with legal, cybersecurity, architecture, and business teams to ensure contract terms meet technical and operational needs.
• Maintain accurate procurement documentation and contract records.
• Provide guidance and training on IT procurement best practices.
• Monitor vendor performance and assist with contract enforcement and dispute resolution.
• Stay current on industry trends, emerging technologies, and evolving procurement regulations.
  
  
  

Minimum Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Information Technology, or related field.
• 5 years of experience in IT procurement, contract negotiation, or public sector contracting.
• Strong knowledge of IT contract types (SaaS, IaaS, perpetual licenses, maintenance/support agreements).
• Familiarity with procurement regulations and processes.
• Excellent written and verbal communication skills.
• Strong analytical, negotiation, and project management abilities.
  
  
  

Preferred Qualifications

• Experience with procurement systems (e.g., Workday or similar).
• Professional certifications such as NIGP-CPP, CPPB, CPPO, or NCMA CPCM.
• Experience in a centralized procurement environment.
• Knowledge of cybersecurity and data privacy considerations in IT contracts.

This is a Contract position based out of Des Moines, IA.

Pay And Benefits

The pay range for this position is $50.00 - $60.00/hr.
