Description
Project/Program Manager to lead complex initiatives within its Blue Card Modernization (BCM) and ITS Modernization programs. This role supports the continued modernization of the Inter Plan System (ITS)-transitioning from legacy mainframe processing to a cloud based, API enabled, near real time environment. BCM ensures operational stability, regulatory compliance, and strong cross Plan coordination.
Key Responsibilities:
Lead remaining phases of Blue Card Modernization, building on completed foundational components including:
o Real Time Messaging capabilities supporting near real time inter Plan transactions
o Out of area Provider Data / Provider Database modernization improving data quality and accessibility
Manage ITS Modernization workstreams, including the operational transition of Plan connectivity from legacy mainframe platforms to cloud based infrastructure
Drive related CMS Interoperability initiatives, including:
o Prior Authorization modernization (API enabled, near real time workflows)
o Provider servicing inquiries supported by modern access and interoperability standards
o Real time digital servicing capabilities, including chat and inquiry workflows
Oversee initiatives with API based integrations, ensuring alignment across systems, external vendors, and other BCBS plans
Proactively identify interdependencies and risks across BCM, ITS, and CMS workstreams; develop and execute mitigation strategies to minimize operational and member/provider impact
Provide program level governance, executive ready status reporting, and forward looking delivery plans across multiple concurrent workstreams
Partner closely with IT, operations, compliance, and business stakeholders to ensure modernization efforts align with regulatory, security, and service expectations

Proven experience managing large scale healthcare technology modernization programs, preferably within health plans or payer environments
Demonstrated success delivering initiatives involving mainframe modernization, cloud migration, real time processing, and API driven architectures
Strong experience coordinating cross functional and cross organizational teams, including vendors and external partners
Familiarity with CMS Interoperability and Prior Authorization requirements and their operational impacts
Demonstrated program level leadership, including dependency management, risk identification, and mitigation across multi year initiatives
Ability to operate with a forward thinking, strategic mindset while maintaining strong execution discipline

Pay and Benefits
The pay range for this position is $50.00 - $60.00/hr.
