TechSur Solutions is a fast-growing digital services firm enabling government agencies to transform through advanced cloud, modernization, Agile development, and data analytics. We are seeking a driven BD/Capture leader to own and grow our federal pipeline — from opportunity identification through proposal submission and award.
About the role
Reporting to senior leadership, you will serve as the end-to-end owner of the capture lifecycle for federal civilian and/or defense agency opportunities. You will cultivate agency relationships, shape opportunities pre-RFP, lead competitive intelligence efforts, and work hand-in-glove with our proposal and technical teams to take qualified pursuits to win. What you'll do
- Manage a portfolio of captures from identification through proposal submission, maintaining rigorous gate reviews and win strategies at each phase
- Identify, qualify, and prioritize new opportunities in alignment with TechSur's strategic growth targets across cloud, IT modernization, Agile, and data analytics
- Build and maintain relationships with government decision-makers, program offices, contracting officers, and industry teaming partners at 2–3 target federal civilian or defense agencies
- Lead customer engagement and opportunity shaping activities, including capability briefings, industry days, sources sought responses, and RFI submissions
- Develop and maintain capture plans, competitive analyses, win themes, and price-to-win assessments for each active pursuit
- Assemble and lead pursuit teams; work collaboratively with technical SMEs, proposal managers, and subcontractors to develop winning solutions
- Monitor procurement pipelines (GovWin, SAM.gov, agency forecasts) and maintain an accurate, current opportunity pipeline in CRM
- Represent TechSur at industry conferences, association events (e.g., AFCEA, ACT-IAC, NCMA), and agency outreach forums
- Support broader BD strategy and contribute to annual revenue and new business targets
What you bring
- 5–12 years of BD and capture experience in federal IT services, with a demonstrated track record of wins ($5M–$50M contract vehicles)
- Deep familiarity with the federal acquisition lifecycle — FAR/DFARS, IDIQ/GWACs (e.g., GSA MAS, GSA STARS , GSA OASIS), and competitive source selections
- Established relationships and working knowledge at 2–3 federal civilian agencies (e.g., HHS, DHS, DoT, Treasury, DOL, FTC, MCC, DOC, DOS, USDA) or DoD/DoW components
- Experience with cloud services, IT modernization, Agile/DevSecOps, or data analytics solutions is strongly preferred
- Proficiency with pipeline management tools (GovWin IQ, Deltek, or similar) and proposal tools
- Excellent communicator — able to translate technical capabilities into compelling agency-facing value propositions
- Comfortable operating in a fast-paced, small-to-mid-size company environment with some ambiguity and a strong bias for action
Education
Bachelor's degree required; relevant certifications (e.g., APMP, PMP, Shipley training) are a plus
