About this role:
TechPride is excited to welcome an experienced Business Analyst with a strong background in workforce management, federal hiring processes, career path development, training programs, and business and data analytics to support strategic initiatives to work within Contracting and Procurement at the United States Coast Guard (USCG).
This role is ideal for a seasoned professional who combines analytical expertise, business process improvement experience, and project management capabilities with a deep understanding of federal workforce planning and career management practices. The successful candidate will work closely with senior government stakeholders to develop data-driven solutions, improve workforce management processes, and support strategic decision-making across the organization.

- You will be responsible for driving workforce-related business analysis efforts, coordinating stakeholder engagement, and ensuring successful execution of strategic projects.

What you will get to do:
- Analyze and evaluate workforce management processes, including hiring, training, career path development, certification tracking, and promotion management.
- Support strategic workforce planning initiatives through business and data analysis.
- Lead and support business process development, process improvement, and business re-engineering efforts.
- Provide guidance and direction on multiple projects and strategic initiatives simultaneously.
- Develop project plans, schedules, reports, briefings, and other project management artifacts.
- Interpret and apply federal policies, regulations, directives, and workforce management requirements.
- Coordinate stakeholders across government and contractor teams to ensure project objectives are achieved.
- Develop and present executive-level briefings, reports, and recommendations.
- Support analysis and maintenance of personnel authorization and workforce management data, including PAL-related processes.
- Evaluate workforce trends and develop recommendations to improve organizational effectiveness.
- Facilitate meetings, working groups, and stakeholder engagements with senior government officials.
- Track project action items, deliverables, milestones, and resource requirements.
- Support federal hiring and workforce management initiatives by providing analytical and operational expertise.
- Ensure work products meet customer requirements, quality standards, and established deadlines.
What we are looking for:
Required Qualifications
- Bachelor’s degree in Business Administration, Management, Public Administration, Human Resources, Data Analytics, or a related field.
- At least ten (10) years of relevant professional experience; or
- At least five (5) years of relevant experience with a Master’s degree or higher.
- Experience supporting federal government programs and initiatives.
- Strong business analysis, process improvement, and project management skills.
- Experience gathering, analyzing, and interpreting workforce and business data.
- Ability to develop and implement strategic business solutions.
- Experience with federal hiring processes and workforce management programs.
- Knowledge of certification management, promotion requirements, and workforce qualification tracking.
- Understanding of Personnel Allowance List (PAL) data and update processes.
- Strong written and verbal communication skills, including experience presenting to executive-level stakeholders.
- Working knowledge of federal contracting and procurement process.
- Demonstrated ability to manage complex projects within established timelines and resource constraints.
- Self-starter capable of working independently and in hybrid environments.
- Experience with Microsoft 365 Suite, including Teams, Word, Excel, PowerPoint, and OneDrive and SharePoint administration and collaboration capabilities.
- U.S. Citizenship.
- Ability to obtain and maintain a Public Trust clearance.
Preferred Qualifications
- Project Management Professional (PMP), Prosci Change Management Certification, or equivalent professional certification.
- Prior experience as a Contracting Officer Representative (COR), Contract Specialist, Contracting Officer (1102 Series), or related acquisition professional.
- Experience supporting federal contracting and procurement activities.
- Experience leading organizational change initiatives.
- Active Public Trust Clearance.
Location
- Hybrid work environment.
- Required to support activities at U.S. Coast Guard Headquarters in Washington, D.C., as directed by the client.
