What are the responsibilities and job description for the Director, Information Services & Applications position at TECHNOLOGY SERVICES?

 

The Director of Information Services manages and directs the District’s Information Technology (IT) operations, ensuring the department provides efficient and effective technical support, service, and leadership in the areas of strategic business processes, including finance, student information systems, state reporting, application programming, data governance, and electronic documents. The position plans, organizes, implements, supports, and monitors core business systems such as eFinancePlus and eSchoolPlus, including the online registration and learning management systems, and serves as liaison to the district business units such as Finance, Human Resources, Curriculum and Instruction, and Student Services.

 

QUALIFICATIONS:

 

Job Requirements:

  • Bachelor’s degree in a business or technology field, management of information systems, or a related field and seven (7) years of information technology experience, with five (5) years of supervisory experience.

Preferences:

  • Master’s degree in business or technology field with five (5) years working in an education environment, K-12.

Knowledge, Skills, Abilities, & Other Characteristics:

  • Knowledge of software applications, such as PowerSchool eSchoolPlus and eFinancePlus systems, including the management of the software architecture, computer programming, software testing, software maintenance, change management, continuous integration, project management, and release management.
  • Understanding of Ed-Fi Data Standard and Texas Student Data System.
  • Knowledge of Texas Education Agency’s (TEA) Public Education Information Management System (PEIMS), including registration and attendance policies, procedures, and reporting.
  • Knowledge of data governance framework, including data entry, data quality, data reporting, data management, data dashboards, data warehouse, and reporting with report writers such as Cognos.
  • Self-motivated with strong leadership skills in a team-oriented, collaborative environment.
  • Ability to work with other departmental leaders, campus administrators, teachers, parents, and students in a professional manner.
  • Excellent oral and written communication skills.
  • Effective organizational, communication, and interpersonal skills.
  • Ability to work with vendors in a professional manner and work closely with district leaders at all levels.
  • Practical experience with application planning, implementation, and production support.
  • Understanding of electronic documents environment and conducting business needs assessment to streamline and automate business processes. 

TERMS OF EMPLOYMENT:

Annual Contract: 250 days

 

SALARY:

$ 113,533 (TA-10)

Minimum Salary Range (based on experience) as set by the Board of Trustees

  

ESSENTIAL FUNCTIONS: 

  • Leads development and implementation processes for the district’s IT systems and departments.
  • Develops and implements business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss.
  • Establishes efficiency standards, providing recommendations for improvement of IT infrastructure.
  • Ensures efficient and effective user support and access to information and related technology for all campuses and administrative departments.
  • Identifies tasks needed for programming, integration, installation, and customization of the systems to meet district requirements.
  • Prepares bid specifications, analyzes responses, and makes recommendations for awarding contracts in the areas of instruction, and management, including financial, human resources, and student management (PEIMS), and administrative hardware and software.
  • Oversees the application lifecycle management of PowerSchool eSchoolPlus and eFinancePlus system, including the management of the software architecture, computer programming, software testing, software maintenance, change management, continuous integration, project management, and release management.
  • Implements policies established by federal law, state law, State Board of Education, and local Board policy in the areas of information management and technology.
  • Manages data governance processes, roles, policies, standards, and metrics that ensure the effective and efficient use of information. Management includes, but not limited to data warehouse, data dashboards, and report writers.
  • Oversees security of systems, networks, and the district’s enterprise business systems.
  • Develops and maintains relationships with external IT vendors and service providers.
  • Hires, evaluates, and trains IT staff.
  • Manages departmental budget and personnel.
  • Reliable and regular attendance is an essential job function.
  • Performs other related duties as assigned.
