Part of the NYC Office of Technology & Innovation Strategic Initiatives division, the mission of Research & Collaboration is to promote best practices and support the responsible use of emerging technologies by City agencies. R&C supports agency work through development of foundational research, testing and evaluation of emerging, tech, creating guidance and policy for responsible use, and providing technical assistance for project implementation. Areas of focus include AI, smart cities, IoT, blockchain, and worker/climate impacts.

Responsibilities will include:
  • Oversee and manage the entirety of Research & Collaboration's research operations, including: the development and maintenance of all research protocols, practices, and templates; the assessment of research activities and support needs for all scoped projects across all portfolios; direct support of varying degrees and formats for select project activities, including identifying sources, conducting interviews/workshops, and drafting and editing written work products; and review and approval of evaluations.
  • Serve as project owner for all Policy & Planning projects, including briefs, papers, and strategies; create and deploy standardized practices for policy development, and oversee all policy development activities across the team's portfolios.
  • Oversee the planning, research, drafting, and publication of public-facing policy or technical reports.
  • Create standardized practices for and conduct directly or otherwise approve all public engagement activities across the team's portfolio, in collaboration with OTI stakeholders such as the Office of Public Information.
  • Manage and direct the work of a team of policy advisors/managers/fellows specializing in specific emerging technology subject matter, directing research questions and enabling the leveraging of that expertise for team projects.
  • Support a range of administrative and planning activities for the team, including oversight of select contractor engagements, inter-divisional communications for events and reporting, and other coordinating efforts.
  • Oversee special projects and initiatives as assigned.

Hours/Shift: Day - Due to the necessary management duties of this position in a 24/7 operation, the candidate may be required to be on call and work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications


1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or

2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in "1" above.

Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.


Preferred Skills


The successful candidate should possess the following: Strong experience with qualitative and quantitative research methodologies and practices Strong ability to lead research projects and oversee teams of researchers Strong subject matter expertise in an array of technology subjects, policy, and current events, and the ability to quickly adapt to new technology topics as they emerge Ability to foster relationships with stakeholders across the public, private, and social sectors, and pursue productive engagement opportunities that serve as sources of research to further the City’s goals Exceptional verbal and written communication skills ability to effectively represent the City on complex and often sensitive topics across diverse audiences and the ability to guide and oversee others’ verbal and written communication skills Experience managing teams, and promoting a positive, growth-oriented work environment Familiarity with New York City government a plus.

New York City residency is generally required within 90 days of appointment.
