Technical Systems Integration seeks a senior-level Quality Control Specialist IV to provide specialized engineering agent support to Naval Surface Warfare Center Panama City Division (NSWC PCD) for the Antiterrorism Afloat Equipage (ATAE) program. This fully remote position with occasional travel ensures quality production and compliance testing of ATAE items that protect U.S. Navy Fleet personnel from ballistic and blast threats. The specialist serves as the technical authority for ATAE testing protocols, working with government and industry partners to maintain the highest standards of quality and safety across the entire ATAE lifecycle from design through fleet fielding.
ATAE Testing and Compliance Oversight
- Provide expert advisory services on all ATAE testing protocols, including non-destructive testing (NDT), First Article Testing (FAT), and Lot Acceptance Testing (LAT)
- Ensure compliance with established testing standards, including NIJ 0101.07, NIJ 0123.00, MIL-STD-3027, and TOP 10-2-210
- Verify testing equipment functionality and validate that manufacturing processes meet quality and safety standards
- Interpret technical plans, drawings, and specifications to assess compliance with ATAE requirements
- Apply practical understanding of engineering concepts to solve technical problems related to ATAE systems
Engineering Agent Support
- Provide comprehensive Engineering Agent support to NSWC PCD in accordance with the Anti-Terrorism Afloat (ATA) Engineering Agent Requirements Document (EARD)
- Collaborate with government technical staff to ensure alignment with Navy damage control and life support equipment requirements
- Support quality assurance activities for new equipment assembly, including material control, cleanliness requirements, testing, and documentation control per MIL-STD-1622B
- Assist in equipment refurbishment quality processes, including observation, measurement, testing, and system certification maintenance
- Work with government and industry partners to ensure quality production of ATAE items
Technical Documentation Development
- Generate and revise performance specifications for ATAE items, ensuring accuracy and compliance with Navy standards
- Develop and update Purchase Descriptions (PD) that clearly define ATAE procurement requirements
- Create and maintain Use & Care Manuals (UCM) providing operators with clear guidance on ATAE equipment
- Prepare comprehensive technical reports documenting testing results, quality assessments, and compliance findings
- Contribute to the development and maintenance of Quality Assurance Program Plans (QAPP), Critical to Quality (CTQ) Factors, and Standard Operating Procedures (SOP)
Design Improvement and Fleet Support
- Analyze ATAE system performance data to identify opportunities for design enhancements
- Provide technically sound recommendations for improvements to ATAE designs based on testing results and operational feedback
- Support large-scale fielding operations of ATAE items to the U.S. Navy Fleet
- Coordinate quality control activities with fleet representatives and shipboard personnel
- Ensure ATAE items meet operational requirements and maintain certification throughout the fielding process
Cross-Functional Team Collaboration
- Communicate effectively with government and industry partners across all project phases
- Work collaboratively within cross-functional teams to achieve program success and mission objectives
- Interface with program management, engineering, logistics, and production personnel
- Participate in quality reviews, technical meetings, and program planning sessions
- Contribute expertise to problem-solving efforts addressing quality or compliance issues
Education:
- Master's degree in engineering, quality assurance, or related technical field
Experience:
- 10 years of ATAE-related experience or equivalent experience in quality control for defense equipment, ballistic protection systems, or life support equipment
- Prior military experience
- Demonstrated experience with non-destructive testing (NDT), First Article Testing (FAT), and Lot Acceptance Testing (LAT)
- Experience with compliance testing to military and industry standards (NIJ, MIL-STD, TOP)
- Background in engineering agent support or similar technical quality assurance roles
Required Skills:
- Comprehensive knowledge of ATAE systems, antiterrorism equipment, or related protective systems
- Expertise in quality control principles and testing methodologies for defense equipment
- Ability to ensure compliance with military and industry testing standards, including NIJ 0101.07, NIJ 0123.00, MIL-STD-3027, and TOP 10-2-210
