Senior Midstream Project Engineer (Permian Basin)

Location: Houston, TX - Midland/Odessa, TX (Permian Basin)

Discipline: Midstream Engineering & Projects (Oil & Gas)

Seniority: 15 years (Oilfield Engineering & Construction)

Travel: ~30–50% across Permian field locations and contractor yards

About the Role

We are seeking an experienced Senior Midstream Project Engineer to lead full‑lifecycle delivery of midstream assets supporting unconventional oil development and enhanced oil recovery (EOR) programs for locations in the Texas Permian Basin. This role focuses on gathering systems, oil/water/gas pipelines, central facilities, gas compression, supply and produced water handling/recycling, saltwater disposal (SWD), and CO₂/N₂ transmission, injection, and recycle systems. You’ll interface home office engineering teams and subsurface and completions teams to support production uplift initiatives including EOR (huff‑n‑puff and/or flood) with associated oil recovery, ensuring safe, compliant, and capital‑efficient project execution. This role is anticipated to involve both home office (Houston area) and remote/field work.

Key Responsibilities

Project & Technical Leadership

  • Reporting to the Project Manager will provide direct leadership of a team (~20 /-) through engineering, planning, design, and execution of midstream infrastructure: oil/gas/water gathering, CO₂/N₂/Steam systems and injection facilities, compression, dehydration, measurement, and custody transfer systems.
  • Manage project scope, schedule, and quality from concept through start‑up; maintain risk registers and management of change (MOC).
  • Develop and approve basic PFDs/P&IDs, hydraulic calculations, line sizing, pipeline class/location analysis, materials selection, and corrosion/chemical treatment strategies.
  • Engineer CO₂/N₂ handling systems (dense‑phase and gas), steam processing systems, injection skid design, pressure management, recycle compression, and tie‑ins to EOR patterns; coordinate sequestration and monitoring considerations with subsurface.
  • Support fracturing programs: temporary/permanent high‑rate water transfer, sand logistics tie‑ins, flowback handling, and debottlenecking of early production facilities.

Construction & Field Execution

  • Support oversight of contractor bid, award, and construction; manage field engineering, RFI resolution, redlines/as‑builts, pre‑commissioning, and start‑up.
  • Ensure constructability, ROW and land coordination, surveying, HDD/boring plans, hydrotest/pigging plans, and quality control (NDT, coatings, weld procedures).
  • Drive field safety leadership and adherence to LOTO, PSM elements where applicable, and hot work/confined space standards.

Commercial, Regulatory & Stakeholder Management

  • Coordinate with land, legal, and regulatory for TxDOT, RRC (Texas Railroad Commission) filings, PHMSA pipeline safety compliance, air/water permits, and CO₂ handling/reporting.
  • Interface with production, operations, HSE, subsurface, completions, measurement, and marketing to align designs with production targets and reliability KPIs.
  • Lead technical inputs for commercial agreements (interconnects, tariffs, measurement/custody transfer, allocation and balancing).

Reliability, Integrity & Optimization

  • Implement pipeline integrity management (ILI, MAOP reconfirmation, HCA/MCAs), corrosion control (CP, IC), leak detection, and overpressure protection.
  • Optimize compression and gathering hydraulics for changing reservoir/CO₂ EOR regimes; implement debottlenecking and low‑emissions designs (VRU, LDAR, electrification where feasible).
  • Drive continuous improvement—benchmarking capex/opex, standardizing designs, implementing digital tools (SCADA, historian, pipeline simulation, facility digital twins).

Required Qualifications

  • B.S. in Mechanical, Chemical, Petroleum, or Civil Engineering (ABET‑accredited). Non-engineering degreed professionals may also be considered with proven relevant experience.
  • 15 years of oilfield engineering and construction experience with significant time in the Permian Basin.
  • Proven delivery of midstream projects: gathering pipelines (oil/gas/water/CO₂), compression, LACT/tank batteries, SWD, and central facilities.
  • Hands‑on experience with EOR infrastructure (transmission, injection, recycle/compression) and fracturing support systems (high‑rate water logistics, flowback handling).
  • Superior field presence, safety leadership, communication, and cross‑disciplinary coordination.
  • Proficiency in using standard office software like Microsoft Office Suite.

Preferred Qualifications

  • P.E. license (Texas) or ability to obtain.
  • Experience with dense‑phase gas hydraulics, dehydration, materials selection for CO₂ service, and H₂S service considerations.
  • Background with applicable codes/standards and regulators: ASME B31.3/B31.4/B31.8, API standards (e.g., API 650/653/12F, API 14C/14E), PHMSA, RRC, EPA air/water compliance, and TxDOT crossings.
  • Knowledge with pipeline/facility engineering tools (e.g., PIPEPHASE/OLGA/AFT/PIPEsim or equivalents), AutoCAD or CAD review, and SCADA basics.
  • Familiarity with AFE development, cost control, scheduling (Primavera P6 or MS Project), and contractor oversight.
  • Working knowledge of PSM/RMP elements for applicable facilities, custody transfer measurement (API MPMS), and allocation systems.
  • Background in emissions reduction initiatives (VRU design, flaring minimization, pneumatically‑driven device conversions, LDAR).
  • Vendor/contractor network across Permian for rapid mobilization (line pipe, HDD, coating, compression, and E&I).

Physical/Field Requirements

  • Ability to visit remote field sites, walk ROWs and facilities, and work in all seasonal conditions in West Texas.
  • Comfortable with routine PPE and safety protocols; valid driver’s license and clean driving record.
