Job Overview
Technical & Engineering Consulting is seeking an experienced Project Manager to support a major capital project at a manufacturing site in Houston, TX. This role will lead capital project execution activities in a highly regulated pharmaceutical environment, ensuring engineering design coordination, construction progress, system turnover readiness, and compliance with cGMP and corporate engineering standards. The Project Manager will coordinate across engineering, construction, CQV, and operations teams to ensure successful delivery of project milestones from design through commissioning and close-out.
Key Responsibilities
- Lead execution of capital project activities from construction through commissioning and turnover
- Coordinate engineering, construction, CQV, vendors, and operations teams to ensure project milestones are met
- Lead development, tracking, and delivery of Turnover Packages (TOPs) for systems and equipment
- Monitor system installation progress and turnover readiness status
- Track punch list items, documentation completeness, and construction close-out activities
- Facilitate turnover and system acceptance meetings with CQV and operations
- Ensure all project documentation meets quality standards, cGMP requirements, and Lilly procedures
- Serve as primary point of contact for FAT, SAT, commissioning, and turnover coordination
- Support CQV readiness by ensuring prerequisites and documentation requirements are complete
- Manage RFIs, engineering changes, and design clarifications during execution
- Maintain accurate project status reporting and documentation logs
- Support project close-out, final documentation compilation, and archiving
Qualifications & Experience
- Bachelor’s Degree in Engineering (Mechanical, Electrical, Civil, or related)
- Minimum five (5) years of experience supporting capital projects within the Pharmaceutical or regulated manufacturing industry
- Bilingual: English and Spanish (verbal and written)
- Experience managing capital projects across all lifecycle phases (design, construction, commissioning, turnover, close-out)
- Experience with construction activities and contractor coordination
- Experience with Turnover Packages (TOP) development and management
- Knowledge of cGMP requirements and regulated project documentation
- Experience with engineering drawings, specifications, RFIs, submittals, and change management
- Experience coordinating FAT, SAT, commissioning, and CQV activities
- Strong reporting, documentation, and project tracking skills
