Position Summary
Technical Data Analysis, Inc. (TDA) is seeking a Program Analyst – Business Operations to support TDA's government programs and the company's internal business and human resources operations.
The position has two distinct areas of responsibility. The majority of the role is program analysis support performed in direct support of TDA's government contracts, working with program managers, technical leads, and government Integrated Product Teams. The remainder of the role supports TDA's internal business operations, with meaningful responsibility for the company's routine human resources activities.
The successful candidate will be comfortable moving between structured, deliverable-driven program support work and the discretion required to handle employee and company information appropriately.
Program Analyst Responsibilities
Performed in direct support of assigned government programs, under the direction of the cognizant program manager:
- Provide program analysis support to program managers and technical teams.
- Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to support more efficient and effective program execution.
- Track program and project status, schedules, milestones, and contract deliverables.
- Participate in program meetings and Integrated Product Team (IPT) activities; record minutes and document status, decisions, action items, and follow-up.
- Prepare presentations, reports, studies, analyses, meeting materials, and program documentation.
- Compile and analyze program data for customer deliverables and program recordkeeping.
- Track program funding status, expenditures, staffing levels, and resource requirements against program requirements.
- Develop and maintain program processes and procedures and support continuous process improvement.
- Perform assigned tasks independently once direction is established, escalating issues to the program manager as appropriate.
Business Operations Responsibilities
Performed in support of TDA's internal operations. Responsibilities in this area are expected to expand over time as the incumbent assumes greater ownership of TDA's HR and business processes:
- Coordinate employee onboarding and offboarding activities.
- Coordinate recruiting activities, including job postings, applicant tracking, candidate communication, and interview scheduling.
- Maintain personnel records, HR documentation, and HR information systems.
- Support administration of employee benefits programs and serve as a resource for routine employee benefits questions.
- Support payroll and timekeeping administration.
- Maintain employee training and qualification records.
- Assist with employee communications and implementation of company HR policies and procedures.
- Support performance management and employee development processes.
- Support internal company reporting, including labor and cost transaction review and resolution of discrepancies.
- Identify opportunities to improve and streamline TDA's business and HR processes.
- Respond to routine employee HR questions and coordinate more complex matters with company management or outside professional resources as appropriate.
Minimum Qualifications
- Associate of Science (AS) or Associate of Arts (AA) degree with at least three (3) years of experience in a business or technical position encompassing tasks similar to those outlined above.
- Strong analytical, organizational, and problem-solving skills.
- Strong proficiency with Microsoft Excel and other Microsoft Office applications.
- Experience working with financial, personnel, project, or other business data.
- Ability to prepare clear reports, presentations, procedures, and other business documentation.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and work independently while supporting multiple managers and projects.
- Ability to handle sensitive business and personnel information appropriately.
- U.S. citizenship and ability to obtain and maintain any access required for the position.
- Experience with employee benefits, recruiting, onboarding, HR records, or other human-resources functions.
- Experience with payroll, accounts payable/receivable, or general financial administration.
- Experience supporting U.S. Government or Department of Defense contracts.
- Experience with Costpoint or other government compliant accounting software.
Work Schedule
Full-time hybrid position based at TDA's Lexington Park, Maryland office. Onsite four days per week with the option to work remotely one day per week. The position requires regular interaction with TDA employees, program managers, technical staff, and company leadership.
