We’re looking for dedicated and motivated candidates who thrive in a dynamic environment! This role requires open availability, with shifts that may start as early as 6:00 AM (or earlier) and extend into the evening. We operate Monday through Friday, with some evenings and weekends as needed. Position Summary:
The Program Specialist will ensure compliance with Pennsylvania’s 2380,6400, and 6100 regulations, overseeing assessments, individual support plans (ISPs), and the implementation of all programs. This role involves ongoing collaboration with clients, families, and team members to ensure the highest quality of individualized care.

Job Responsibilities
Key Responsibilities: Other duties assigned
- Conducts assessments to identify strengths, needs, preferences, and goals.
- Develops, implements, and regularly update Individual Support Plans (ISPs).
- Ensures compliance with all 2380,6400, and 6100 requirements, including documentation and recordkeeping.
- Collaborates with families and community partners to promote client integration.
- Monitors program progress, providing guidance to direct support staff.
- Conducts staff training and professional development activities.
- Program specialist will be assigned to support individuals/clients
- Flexibly work outside of a traditional Monday–Friday, 9:00 AM–5:00 PM schedule based on program needs.
- Provide direct support by filling in as a Direct Support Professional (DSP) and/or Program Specialist when coverage is needed to ensure uninterrupted operation of the facility.
- Be available to report to work on weekends, evenings, or holidays as needed, particularly during staffing shortages or emergent circumstances.
- Respond promptly and be on-site during any incidents or critical events to ensure compliance, safety, and appropriate follow-up.
- Maintain readiness to assume multiple operational roles to support the continuity and quality of services provided to individuals.
The Program Specialist shall be responsible for the following:
- Coordinates the completion of assessments.
- Provides updates to the individual plan process, development, team reviews and implementation in accordance with this chapter.
- Provides and supervising activities for the individuals
- Supports the integration of individuals in the community.
- Supports individuals communication and involvement with families and friends.
Referrals/Post Meet & Greet
Tabeling: Hosting and Attending Events for Referrals, Staff and Agency Visibility, SCs, CLAs, Social Media, News Channel Ads, Facebook and IG ADs, Word of Mouth, Internal Outreach, Partnerships & Collaborations
Reviews referrals & ISPs in their entirety
Conducts vetting of Intakes and provide decision making
Conducts Meet & Greet, and Lunch & Learn to expand the growth of organization.
Calculates financial budgeting for services and activities
Ensures service authorization in HCSIS Checkin Authorization in HCSIS
Ensures Eligibility
Confirms receipt of Regulatory Documents from families and staff
Receives all plans to include behavior plans from the SC.
Coordination of Services
Selects staff to support clients.
Conducts check-ins with staff, individuals/families
Uploads ISPs into WellSky/ISP Checklist Monthly ISP Upload Checklist
Conducts ISP meetings ISP Preparation Form
Manages Coachable Moments
Conducts Performance Evaluations
Conducts progress notes audits to align with the outcome action plan Progress Notes.
Conducts Checklists
Provides ISP templates to staff ISP Template Path
Completes opening and closing incidents
Incorporates compliance in daily operations
Conducts Monthly Audits records
Host and attend Peer Reviews
Manages difficult calls professionally
Conducts On the Job Trainings
Maintains retention of clients and staffs
Supervises international staffs and direct support professionals and leads
Community Visits
Collaborating with SCs, CLAs, families, and staff
Coordinating with recruitment to ensure proper staffing
Qualifications
- Up to 4 years or more of experience in Human services field
- Strong knowledge of 2380, 6100,6400, and IDD compliance regulations (preferably)
- Excellent communication and interpersonal skills
- Ability to work effectively as part of a multidisciplinary team
- Bachelor's Degree (preferably)
