Summary
We are seeking a dedicated and experienced an experienced Environmental Health & Safety Manager to ensure Health & Safety compliance at all THS facilities, to include base camps and managed properties. In this critical role, you will oversee organizational compliance with local, state, and federal laws and regulations, and keep abreast of relevant changes to them. The H&S Manager will also manage and support projects, conduct and/or support incident investigations, and verify that appropriate measures are taken to eliminate incident recurrences. A portion of this role will oversee subcontractor activities. Responsibilities also include developing a full H&S education program and conducting training.
Essential Position Functions
Manage Emergency Response

Create, lead and manage an Emergency Response Team, in tight collaboration with site leaders and property managers.

Identify and manage appropriate communication methods and systems (including digital), for emergency response and incident reports.

Inform THS management of areas of non-compliance with local, state and federal laws, in a timely manner and recommend solutions.
Inspect Sites and Liaise with external auditors

Provide daily /weekly onsite support to all site leadership to ensure safe practices and compliance. Onsite locations are not limited to Texas.

Collaborate with sites leadership to conduct facilities audits.

Inspect equipment & structures at sites and create detailed reports for follow-up and proper closure.

Be the liaison for external auditors, support/manage resolutions of issues, and communicate about actions taken, as appropriate.

Engage with fire department, electrical and mechanical subcontractors, construction workers, to improve H&S conditions and eliminate risks as appropriate.
Develop and enforce a Culture of Safety

Develop a culture of Safety, company wide

Create H&S Safety procedures and conduct training. Ensure H&S training material, SOP’s, Policies and Work Instructions are up to date, at all times.

Enforce H&S related guidelines, policies, and procedures established by THS, customers, and external parties.

Assess gaps in knowledge & skills with employees, vendors and other personnel at our sites

Conduct in person and online training, to increase the level of competency and knowledge of OSHA regulations and other relevant H&S standards across all THS sites.

Lead Safety Committee, participate in Safety huddles, document and track actions.
Conduct Investigations

Document and report any work-related injuries or near-miss incidents.

Initiate, lead, support or facilitate incident reporting and investigations, ensuring that root cause analysis is effective.

Audit H&S incidents countermeasures to validate effectiveness.

Create or participate in daily/weekly meetings with sites leadership and property managers, to discuss new and existing H&S incidents, investigations, and actions taken.

Be a critical resource in the management of business continuity, from an H&S perspective.
Manage Safety Documentation

Work with Human Resources to ensure safety risks documentation and reports are tracked accurately and real time.

Submit OSHA reports to external agencies, as needed.

Create and revise Safety Plans, Job Safety Assessments, and other, in compliance with a mature Safety program.

Minimum Position Requirements:

Bachelor’s degree in occupational health and safety, or bachelor’s degree in any other field with a minimum of 7 years of experience in a successful EHS program implementation.

Demonstrated experience with Military Construction and/or Facilities Management.

Appropriate certifications: OSHA, first aid and CPR.

Proficiency in Microsoft Office products.

3-5 years project management experience in a Distributed Workforce environment.

Experience with Safety platforms preferred.

Six Sigma Green Belt preferred.

Ability to investigate, problem solve and lead situational and behavioral changes.

Ability to identify critical matters, plan and prioritize work activities accordingly.

Experience with questioning activities while establishing and maintaining partnerships and teamwork.

Ability to navigate various construction and operating sites, including climbing ladders, stairs, roofs, and uneven terrain.

Solid knowledge of construction principles, plans, procedures, scheduling, and testing.

Ability to travel 75% of the time or more. Overnights stays are expected.

Valid Driver’s License and good driving record.

The Enterprise Auditor will report directly to the VP Operational Excellence.
