Instructional Designer & Facilitator

Team b. Strategy +
Washington, DC Full Time
POSTED ON 7/30/2026 CLOSED ON 8/10/2026

What are the responsibilities and job description for the Instructional Designer & Facilitator position at Team b. Strategy +?

Who we are

We are an agile consulting firm that partners with federal clients to deliver strategic communications, training, and engagement solutions. We're a collaborative, fast-moving team built on strong relationships, with our clients and with each other, and we're known for delivering thoughtful, high-quality work that makes a real impact.

Our Awareness and Education team helps a national security client build and sustain training and engagement programs for their internal workforce, everything from foundational skills training to complex tabletop exercises. The work has evolved. What used to be primarily eLearning development is now a mix of design and live, in person facilitation, and we need someone who can do both well.

Role description

You'll join a small team that shapes how a federal workforce learns, prepares, and responds. This is a role for someone who is just as comfortable building a curriculum from scratch as they are standing in front of a room, or leading a tabletop exercise, to bring that curriculum to life.

  • Design and facilitate training across formats: eLearning, instructor led, blended, and live exercises
  • Own curriculum development end to end: needs analysis, design, development, delivery, and evaluation
  • Plan and run tabletop exercises, workshops, and other facilitated events for a technical, security conscious audience
  • Build job aids, knowledge bases, and reference materials that hold up long after the training ends
  • Partner with client stakeholders to keep training aligned to real organizational needs
  • Help grow Team b.'s own training practice and service offerings

What you'll be responsible for

  • Analyzing training needs and recommending the right solution: live, digital, or blended
  • Designing and developing curricula, course outlines, presentations, and evaluation materials
  • Facilitating in person and virtual sessions, including tabletop exercises and other structured events
  • Coordinating training schedules and logistics across client and internal priorities
  • Experience evaluating training effectiveness and adjusting based on results
  • Maintaining consistency across delivery formats and audiences

What you need to apply

  • Bachelor's degree in a related field; Master's degree is a plus
  • 3 years of hands-on instructional design experience outside a K-12 classroom setting, with a portfolio of training programs you built and delivered independently
  • Strong grounding in adult learning theory and instructional design models (ADDIE, SAM, or similar)
  • Demonstrated experience with needs assessment and working with subject matter experts to translate their knowledge into training content
  • Proficiency in Articulate Storyline and Rise; this is our primary toolset and you should be able to build in both from day one
  • Working knowledge of Section 508 accessibility requirements and how to design compliant training materials
  • Demonstrated experience facilitating live sessions such as workshops, tabletop exercises, or training events, for technical or senior audiences, not just building eLearning
  • Comfort managing group dynamics: disagreement, a quiet room, a skeptical audience
  • Excellent oral presentation and written communication skills
  • Ability to independently manage several projects at once and deliver training that produces measurable skill transfer
  • Local to the DMV area; this is a hybrid position requiring a minimum of two days per week in our downtown D.C. office
  • Eligible to obtain and hold a top-secret security clearance or equivalent
  • Ability to travel up to 30% when necessary

You'll get extra credit for

  • Experience in a government workspace
  • Familiarity with Adobe Captivate or other eLearning tools, a bonus, not a substitute for Articulate proficiency
  • Graphic design skills
  • An understanding of cybersecurity, policy and governance, or other IT related topics
  • An active top secret clearance or equivalent
  • Experience with HSEEP methodology for tabletop exercises and other emergency response related training
  • CPTD certification (or equivalent) from ATD

Who we are looking for

Someone who moves fluidly between building a course and running a room. You know how to read an audience, adjust on the fly, and make a technical topic land for people who didn't ask to be in a training session. You care as much about what happens in the room as what happens in the storyboard, and you're looking for a team where both skill sets are valued equally.

How to apply

This part is important. Send your resume and a cover letter to talent@teambstrategy.com. Tell us about your background in instructional design and facilitation and link us to an online portfolio if you have one.
