What are the responsibilities and job description for the Program Manager position at TCS Govcon LLC?
About TCS GovCon
TCS GovCon is a veteran-led defense services company headquartered in Bedford, Indiana, minutes from Naval Surface Warfare Center (NSWC) Crane. We support Navy and Department of Defense customers with product support, logistics, engineering and technical services.
The Opportunity
This position supports an anticipated Navy task order providing engineering, product support and logistics services at NSWC Crane. The work sustains fielded US Navy shipboard systems across their full life cycle: supply support, technical data, training, reliability and maintainability, data analytics, configuration management and program support. The Program Manager leads the entire task order and owns the customer relationship.
This is a Key Personnel position. The selected candidate will be named in our proposal and asked to sign a letter of intent, and the Government will evaluate the resume against the key personnel qualifications.
What You Will Do
- Serve as the single point of accountability for cost, schedule and performance across all task areas.
- Maintain a visible, responsive presence with the Government program office at NSWC Crane; run recurring status cadences and turn emergent tasking around quickly.
- Manage deliverables end to end: monthly status reports, funds and man-hour expenditure reporting, staffing plans and the program management plan.
- Oversee the integrated master schedule and plan of action and milestones for assigned projects.
- Lead a multi-company team; manage subcontractor performance and integration.
- Own staffing across a multidisciplinary team spanning logistics, technical data, analytics, configuration management and training: recruiting, onboarding and retention.
- Lead contract transition and phase-in without disrupting support to the fleet.
- Run program risk management and keep Government and company leadership informed with metrics that hold up.
Required Qualifications
- US citizenship.
- An active SECRET security clearance at the time of proposal submission.
- Bachelor's degree (BS or BA) from an accredited college or university in business administration, management, engineering or a related field.
- 10 or more years of professional program or project management experience, including at least 5 cumulative years leading complex federal defense contracts of similar size, scope and complexity.
- Demonstrated experience managing cost-plus-fixed-fee (CPFF) or cost-reimbursement task orders.
- Expertise in earned value, cost and schedule monitoring, risk mitigation and staff resource allocation.
- Available during core Government working hours, with local availability for on-site meetings at NSWC Crane.
- A demonstrated record of hands-on, present, responsive program leadership.
Preferred Qualifications
- Current Project Management Professional (PMP) certification; a DAWIA program management credential is also valued.
- Master's degree in business or management.
- Direct experience managing support contracts for NAVSEA, NAVAIR or Naval Program Executive Offices.
- NSWC Crane or SeaPort task order experience.
- Experience leading logistics or product support programs for fielded Navy systems.
- Experience managing Government data deliverables (CDRLs).
- Prior military service.
