Position Summary

  • Advocate for veterans and their immediate families or survivors to ensure receipt of benefits available from the US Department of Veterans Affairs including but not limited to: Service Disability Claims; VA Pension Claims; Survivor Claims; Education Benefits and employment training; and Healthcare. Advocate for veterans and their immediate families or survivors with local, State, and other Federal assistance including but not limited to: Veterans Financial Assistance; Military Service Organization Assistance; Utilities Assistance Programs; Homeowner Assistance Programs; Homeless Assistance Programs; Family Medical Assistance Programs; Social Security; and other non-veteran specific programs based on the needs of the veteran and the family. Assist in the training of Administrative Assistant, VSOs, work study employees from the DVA and other entities, administer the 'VA Claims flow' and monitor actions taken to ensure the timeliness of evidence submitted and tracking of all active claims.classified employees.

Essential Job Duties

  • Assist the Superintendent in the coordination and oversight of programs designed to aid and assist veterans and their family members
  • Transport veterans to various locations in local and interstate areas
  • Serve on Military Honor Guard in Tazewell County when required
  • Attend meetings at the Illinois Association of County Veterans Assistance Commissions
  • Assist in the development and implementation of goals and objectives in alignment with directives from the Veterans Assistance Commission
  • Supervise staff engaged in departmental programs and activities
  • Maintain current knowledge of Federal, State, and local programs, agencies, and benefits available to veterans
  • Assist in the development of and recommend the annual operating budget
  • Promote understanding and utilization of programs through public speaking and public relations activities
  • Maintain positive working relationships with community groups, non-profits, external agencies, municipalities, and townships
  • Additional duties as assigned

Qualifications

  • 2 years of college level programs or equivilant professional experience
  • 1 year of managerial experience preferred
  • Experience in human services, social services, or veteran's services preferred
  • Honorably discharged veteran of the United States Armed Forces preferred

Knowledge, Skills, and Abilities

  • Ability to read, analyze, and interpret regulations and policies to ensure program compliance
  • Ability to write reports, business correspondence, and procedure manuals
  • Ability to speak effectively before individuals, public groups, and employees of the organization
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Ability to deal with problems involving several variables in standardized situations
  • Ability to maintain positive working relationships with local agencies, non-profit and other community organizations, township offices, and the general public
  • Considerable knowledge of Federal, State, and local programs and resources available to veterans and their families
  • Considerable knowledge of local community organizations and service groups
  • Considerable knowledge of the process for assisting indigent veterans with temporary monetary relief as defined under Illinois Statutes
  • Considerable knowledge of applicable Federal, State, and local regulations and laws
  • Considerable knowledge of the principles and practices of social services work
  • Good knowledge of supervisory practices
  • Good knowledge of government accounting and budgeting processes
  • Skill in operating computer software programs and peripheral equipment
  • Frequently required to sit
  • Frequently use hands to finger, handle, or feel
  • Frequently reach with hands and arms
  • Frequently talk or hear
  • Occasionally required to stand and walk
  • Specific vision abilities required include close vision, distance vision, and ability to adjust focus

Work Environment

  • This job is performed in an indoor office environment and involves regular use of computers and other standard office equipment. The noise level in the work environment is moderate

Supervisory Responsibility

  • Provides direct supervision to individual contributors, including contractors, vendors, and third-party employees
  • Provides direct and continuous performance feedback
  • In the absence of the Superintendent, acts as a guide to department and may become actively involved, as required to meet schedules and resolve problems.
  • Manages professional, paraprofessional, clerical/support, or general worker classified employees.
