- Develops and implements approved new hire onboarding and orientation programs for all new employees in the Tax Office, reviews transactions, and reports progress to the hiring manager and Organizational Development & Communications Specialist.
- Develops, implements, and facilitates approved training and development programs for newly promoted and tenured employees in all departments, including technical and soft skill training using appropriate training methods and activities.
- Examines processed transactions by trainees throughout their training period, measures outcomes, and reports results to trainee’s Manager and Organizational Development & Communications Specialist prior to reviewing with trainee.
- Recommends topics for internal and external communications to educate employees and inform the public.
- Assists departments processing transactions on the front line or as applicable to enhance personal knowledge in key areas of training. Assumes operational duties of a Tax Office Supervisor in their absence.
- Travels to sub courthouse locations to provide training.
- Collaborates with Tax Office management team to gain insight into gaps in training and training needs and reports to the Organizational Development & Communications (ODC) Specialist as new information is received.
- Submits new and updated training projects in progressive stages to the ODC Director for review and final approval.
- Attends meetings as scheduled.
- Participates in personal growth opportunities as scheduled; maintains a good working knowledge of training practices and stays current on technologies and industry trends; ensures training is in compliance with applicable motor vehicle and property tax laws, code and policy; promotes Tax Office core values in all training initiatives
- Provides first level supervision of staff during training, evaluates performance, and reports recommendations for further training or discipline to management.
- Performs other duties as assigned.
- Excellent customer service and communication skills, both verbal and written.
- Ability to work effectively in a fast-paced environment.
- Must be able to stay organized and know how to prioritize the workload.
- Ability to work independently and as part of a team.
- Competency with computers and Microsoft Office 365 Suite.
- Advanced analytical skills.
- Knowledge of state laws pertaining to titling and registration of motor vehicles and property tax. Ability to instruct others.
- Ability to maintain a good rapport with employees, coworkers, and management.
- Ability to uphold high ethical standards to establish trust and credibility and maintain an appropriate professional image.
- Requires strong time management and organizational skills.
- Associate’s degree or equivalent
- Two (2) years of relevant experience
- Motor Vehicle/Property Tax experience (Preferred)
- Experience handling money preferred
- Instructional design experience is preferred, especially in developing interactive training content using Articulate or comparable e-learning tools
- Basic graphic design skills, including the use of standard or AI-assisted tools to create training materials and visuals is preferred
