BUYER, Purchasing

• Obtain materials and services for Tarrant County by evaluating department requisitions and vendor quotes to determine the most desirable suppliers.
• Work to keep customers satisfied, ensuring all purchases are legal.

1. Analyzes department requisitions to determine which vendors provide materials, services, and products at the best price and delivery.
2. Issues purchase orders for all commodities assigned or as requested
3. Prepares price quotations, sends out, receives, evaluates, makes recommendations for purchase, and issues purchase order if evaluation criteria is met
4. Creates and administers bid specifications, quotations, and proposals according to state law and County procedures.  Evaluates and recommends best bid
5. Issues purchase orders and resolves problems arising from nonconforming specifications, poor services, late delivery, cancelled orders, improper invoicing, and back orders
6. Prepares bid specifications for annual price agreements and issues bid.  Conducts bid opening and makes award recommendations
7. Monitors existing bids to ensure compliance.  Conducts renewals/bids and initiates new ones as required
8. Resolves invoicing problems to ensure prompt payment for all purchase orders issued
9. Attends interdepartmental planning meetings where long-range goals involve the purchasing function
10. Performs all other related duties involved in the operation of the business as assigned or required

• TO APPLY, must have an Associate's degree or higher Two (2) full-time years of work experience in a related area -OR-
• TO APPLY, must have a High School diploma or GED  Four (4) full-time years of work experience in a related area.
• Computer knowledge and experience in Excel, Word, and Outlook required.
• SAP, Microsoft Teams, SharePoint, and GoToMeeting experience preferred.  
• Professional purchasing certification such as Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (C.P.M.), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO) preferred.

Salary : $58,656 - $61,299
