Summary

The Rehab Field Inspector will be responsible for assisting with the daily functions of the Community Development department including performing comprehensive field inspections and technical assessments for homeowner rehabilitation program. Documents field conditions for Public Works projects. Collects data for Program Coordinators to support contractor compliance as required by HUD, Davis-Bacon, housing standards and local policy.

Essential Duties And Responsibilities

  • Meets with property owners to explain the rehabilitation program, answer basic questions, and provide guidance through the repair process.
  • Conducts comprehensive homeowner property inspections to identify and document health, safety, and structural deficiencies in utility systems, building components, and exterior housing conditions.
  • Performs detailed field measurements, including roofing, and prepare accurate, standardized work write-ups and cost estimates for homeowner rehabilitation projects.
  • Submits inspection results and work scopes for review and funding determination by the Program Manager and Rehabilitation Committee.
  • Notifies property owners of inspection results, deficiencies, and next steps.
  • Conducts and documents initial, progress, and final inspections of rehabilitation projects to verify compliance with approved scopes of work.
  • Identifies and documents change order items, ensuring that no unapproved changes are made to the scope of work.
  • Monitors public works and rehabilitation projects to verify required signage, observe worksite activity, conduct Davis-Bacon interviews, photograph area and confirm progress.
  • Participates in bid openings and rehab committee meetings.
  • Assists homeowners with completing program forms and other required paperwork.
  • Communicates effectively with homeowners, contractors, and staff to resolve project-related issues.
  • Ensures work performed meets program standards, HUD guidelines, and applicable building codes.
  • Maintains accurate field notes, inspection logs, and digital project documentation.
  • Performs other duties as assigned.

Knowledge, Skills, & Abilities

  • Excellent customer service and communication skills, both verbal and written.?
  • Ability to work in a fast-paced environment.?
  • Must be able to stay organized and know how to prioritize the workload.?
  • Ability to work independently and as part of a team.?
  • Competency with computers and Microsoft Office 365 Suite.?
  • Advanced analytical skills.???
  • Knowledge of residential construction materials, and rehabilitation techniques.
  • Understanding of city codes and housing standards.
  • Ability to use ladders, measurement tools, and inspection equipment safely.

Minimum Requirements

  • High School diploma or equivalent
  • Three (3) years’ experience in construction, inspection, code compliance or related field
  • Must have a valid Texas driver's license, a good driving record

Preferred Requirements

  • Associate’s degree preferred

While performing the duties of this position, the incumbent maybe required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.?
