This position also provides additional technical and administrative support to the construction subgroup, as needed, or required.

Essential Duties And Responsibilities

Minimum Requirements:
Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudication in the past seven years and may include financial history reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.
Physical Demands And Work Environment & Other Requirements
While performing the duties of this position, the incumbent is regularly required to sit, keyboard, walk, climb, stoop, lift between 30 and 50 lbs, push and pull.

Essential Duties And Responsibilities
- Prepares and distributes federally required publications to solicit engineers and contractors (e.g., public notices, RFQs, bid advertisements) via e-mail, postal mail, and media publications.
- Provides technical support for bidders, contractors, subcontractors, architects, engineers, public sector partners, and others involved in Community Development projects and activities.
- Prepares bid documents and takes notes at bid openings. Conducts bid openings in the absence of Program Manager. Prepares contracts using information from bid awards.
- Prepares documents for pre-construction conferences.
- Monitors payrolls and other construction-related documentation during the construction process as required by Davis-Bacon, Section 3, and other regulations.
- Collaborates with contractors to resolve any concerns pertaining to Davis-Bacon, Section 3, and other regulations.
- Reviews invoices, prepares contractor pay requests for Financial Analyst. Maintains a complete record of all construction projects.
- Initiates appropriate actions for non-compliance and ensures corrective actions are taken.
- Prepares end of project documentation and ensures all final paperwork is included in project file prior to closeout.
- Prepares HUD reports for construction program and enters information into reporting systems.
- Assists with ongoing monitoring requirements for Community Development programs, including file reviews, affordability requirements, and review of contract terms. Works with the appropriate Program Manager to resolve, as necessary or required.
- Enters Commissioners Court Communications as necessary.
- Invoices and processes payments when necessary.
- Performs all other related duties as necessary or required.

- High school diploma or equivalent.
- Five (5) full-time years of work experience in office administration, auditing or monitoring files, construction office management or a related field required.
- Bachelor's degree preferred.
- Experience in payroll administration, financial recordkeeping, and vendor payment processing preferred.
- Knowledge of legal, federal, and HUD compliance regulations, preferred.
