Targeted HR Consulting is partnering with a respected, mid-sized civil and mining contractor to hire an experienced Project Manager – Heavy Civil Construction. This organization is known for delivering complex infrastructure projects, maintaining strong client relationships, and consistently paying on time—creating a stable, high-performance environment for its team.

Responsibilities

Project Leadership & Execution

  • Lead heavy civil construction projects from pre-construction through closeout
  • Ensure projects are delivered safely, on time, within budget, and to quality standards
  • Partner with Superintendents and field leadership to drive execution and team performance

Planning & Financial Management

  • Develop and manage project schedules, budgets, and cost controls
  • Oversee procurement, subcontractor selection, and contract negotiations
  • Track KPIs, forecasts, and participate in WIP reporting

Quality, Safety & Compliance

  • Enforce compliance with OSHA, MSHA, and all regulatory requirements
  • Conduct site visits to monitor progress, safety, and workmanship
  • Identify risks early and implement mitigation strategies

Client & Stakeholder Communication

  • Serve as the primary point of contact for owners, engineers, and subcontractors
  • Manage RFIs, submittals, change orders, and project documentation
  • Provide regular updates and maintain strong client relationships

Operational & Team Support

  • Assist with hiring, mentoring, and developing project teams
  • Support business development efforts with key clients (DOT, mining, private developers)
  • Maintain accurate project files and reporting systems

Qualifications

Required:

  • Minimum 3 years of Project Management experience in heavy civil construction
  • Strong background in earthwork, infrastructure, roadway, or mining-related projects
  • Proven ability to manage budgets, schedules, and field operations
  • Proficiency with project management tools (e.g., MS Project, Excel, SharePoint)
  • Ability to read and interpret construction plans and specifications
  • Must be authorized to work in the United States without visa sponsorship

Preferred:

  • Bachelor's degree in Civil Engineering, Construction Management, or related field
  • Certifications such as MSHA, OSHA, PMP, EIT, or PE
  • Experience working with DOT or mining clients
  • Familiarity with Trimble or similar field technologies
