Targa is seeking a Process Safety Engineer to lead the development and integration of corporate process safety programs and processes. This position is responsible for advancing process safety management (PSM) across the organization, ensuring policies and procedures are consistent, effective, and aligned with industry best practices. The candidate will assist with developing, improving, and maintaining PSM programs, standards, and guidance to drive process safety performance and regulatory compliance. The candidate will lead and provide subject matter expertise on implementing API 754 process safety performance metrics and analyze key process safety indicators to inform leadership around key risk management strategies.

This role will work closely with cross-functional teams to manage key compliance activities for the 14 elements of PSM and RMP; such activities include, but are not limited to, Process Safety Information, Process Hazard Analysis, Operating Procedures, Operator Training, Mechanical Integrity, Management of Change, Incident Investigation, Compliance Audits and Risk Management Plans.

Requirements for the role include extensive experience in process safety management, substantial familiarity with regulatory agency codes and standards, significant exposure to oil and gas operations, and demonstrated leadership and motivational skills. This position will report directly to the PSM Manager in Targa’s ES&H Services Team and can be located in Tulsa, Houston, Dallas, Oklahoma City, or Midland.

 

JOB FUNCTIONS AND KEY RESPONSIBILITIES:

  • Develop, maintain, and continuously improve corporate PSM policies, standards, and guidance; provide authoritative interpretation of OSHA PSM and EPA RMP requirements; and drive consistency, governance, and best practice implementation across all PSM covered facilities.

  • Lead development, implementation, and roll out of API RP 754 process safety performance metrics.

  • Support the digital transformation of process safety management (PSM) processes by identifying, implementing, and optimizing advanced digital tools and platforms.

  • Collaborate with cross-functional teams to automate data collection, enhance real-time monitoring, and improve reporting capabilities for process safety performance.

  • Drive adoption of digital solutions to increase efficiency, ensure regulatory compliance, and enable proactive risk management across all PSM covered facilities.

  • Analyze trends and communicate leading and lagging indicators to management to support proactive risk management.

  • Experience with leading PHAs, revalidations, and project related hazard analyses using qualitative and semi-quantitative risk assessment methodologies as needed (e.g., HAZOP, What If, etc.).

  • Support and coordinate facility siting studies, quantitative risk assessments, and other risk-based evaluations; interpret and communicate results to leadership; and integrate outcomes into PHAs, MOCs, and capital project decision making.

  • Support preparation, review, and submittal of EPA Risk Management Plans (RMP) filings; ensure accuracy and consistency of hazard assessments and prevention program elements; and serve as a technical resource for regulatory interpretation and rule updates.      

  • Serve as the subject matter expert for the Management of Change (MOC) process, providing technical oversight, regulatory interpretation, and guidance to ensure consistent, effective, and compliant application of MOC across all PSM regulated facilities.

  • Serve as the subject matter expert (SME) for PSM programs, providing technical leadership and coaching to field-level PSM specialists, engineers, ESH, and operational team members to ensure consistent and effective implementation of process safety requirements.

  • Plan, support, and participate in PSM and RMP compliance audits at facilities.

  • Participate in Incident Investigations and Root Cause Analyses (RCA’s).

  • Other duties as assigned.

 

MINIMUM ESSENTIAL QUALIFICATIONS:

  • Bachelor's degree in Chemical Engineering, Process Safety, or a related degree program, is required.
  • In-depth knowledge of process safety standards and regulations (e.g., OSHA PSM, EPA RMP, NFPA, API, etc.).
  • Demonstrated experience in developing and implementing comprehensive process safety programs and policies.
  • Experience with facilitating semi-quantitative process hazard analyses (PHA) and risk assessments, using techniques such as HAZOP, LOPA, and QRA.
  • Excellent problem-solving and analytical skills, with the ability to identify and assess process safety risks.
  • Effective communication and interpersonal skills to collaborate with cross-functional teams and stakeholders.
  • Familiarity with process safety-related software tools and technologies.
  • Strong understanding of gas processing processes, equipment, and operations.
  • Ability to organize and work self-sufficiently given direction and resources.
  • Intermediate level desktop computer skills using Microsoft Office – Outlook, Word, Excel, PowerPoint.
  • Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
  • Ability to travel overnight periodically, as needed.
  • Regular and reliable attendance is required.
 
PREFERRED QUALIFICATIONS:
  • Minimum 8 years of process safety experience in the oil & gas or chemical industries
  • Professional Engineer (PE) Certification
 
PHYSICAL DEMANDS and WORK ENVIRONMENT:
  • Ability to lift, push, and pull 50 pounds.
  • Ability to work in outdoor conditions and a plant environment.
  • Able to work in close quarters:  i.e., work while kneeling, squatting, sitting, climbing, and standing.
  • Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protections, safety-toed footwear, flame resistant clothing, respirator, etc.).
  • The employee frequently is required to stand, walk, handle, or feel, and reach with hands or arms.
  • Driving short and long distances within congested roadways and rural areas.
