Estimator - Underground Infrastructure
Prepare cost estimates for the various business lines of the Taplin Companies, including Industrial Services, Remediation and Underground Infrastructure. This position is specific to our Underground Infrastructure business line, however it would serve as a backup to the other business lines of the company on an as-needed basis. The right person for this position must rely on the use of bid specifications, construction plans, technical drawings, site walks, and their own experience in the industry to prepare and analyze project budgets, production rates, timelines, and technical approaches. The primary function of this position is to generate complete, competitive estimates and proposals that identify and mitigate risk, as well as identify and capitalize on value add opportunities to produce winning estimates with acceptable profit margins.
Duties & Responsibilities:
- Own bid package from initial receipt through submission and champion ensuring competitive bid submittals are made on time and in compliance with bid requirements.
- Preparation of detailed estimates or “takeoffs”, for estimating the cost of labor, material and equipment. Ensure that 3 competitive bids are always sought for comparison during bidding process
- Submit bid bond information well in advance of bid submittal date.
- Submit insurance requirements for review well in advance of bid submittal date
- Submit contract for review well in advance of bid submittal date
- Analyzing sub-trade requirements, and for preparing tender documents for large commercial, industrial or institutional construction projects.
- Determine the scope of work and define the contractual requirements for the project.
- Plan site walks to meet workload deadlines. Execute thorough site walk for scope assessment and risk mitigation.
- Solicit and coordinate sub-trade tenders and supplier quotations for labor, material and equipment to meet project specifications and budget requirements.
- Quantify all aspects of the tender documents using estimating processes, systems and documentation procedures.
- Prepare detailed project cost estimates and bids for senior management approval.
- Monitor cost and schedule fluctuations and make appropriate revisions to cost estimates.
- Apply value engineering techniques to improve productivity and lower costs.
- Conduct bid reviews with management team. Have thorough understanding of bid documents and site conditions for discussion with Management during review. Have comprehensive cost, approach, risk mitigation, and value add opportunities fully developed prior to bid review.
- Complete post-bid analysis on unsuccessful bids. Contribute current cost and productivity information into the company database.
- Positively interface between clients and the often widely dispersed project teams and resources.
- Develop and plan procedures and programs to meet the specific needs of the company and clients
- Lead internal kickoff meeting once project award is issued. Complete efficient and thorough transfer or project from estimating to operations.
- Interacting with internal team players.
- Support and comply with all components of the company’s safety program.

Physical Requirements:
- Able to sit and stand for long periods of time (e.g., computer operation, data processing, site investigations)
- Mentally and physically fit to perform his/her duties including site walks and investigations
- Must pass Hazardous Waste Operations physical as defined by 29CFR1910.120
- Must be able to work in extreme temperature conditions.
Educational/Certification Requirements:
- Bachelors’ degree in Civil, Construction or Environmental Engineering or Construction Management or 5 to 7 years relevant experience
- Valid drivers license with clean driving record.
