Storm Duty Requirements Tampa Electric and its sister companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. POSITION CONCEPT


The Sr Manager Rates and Cost of Service manages the development of Tampa Electric’s Cost of Service Study, retail and wholesale customer rates, and all related analyses including new rates. Functions in a highly visible leadership role and serves as a subject matter expert on cost classification, cost allocation, and rate design. Serves as a key contributor within Regulatory Affairs and on high-impact inter-departmental project teams. Develops new rates and tariffs to reflect changes in customer or company preference, technology, and load growth. Provides the Regulatory Affairs’ perspective and guidance on the financial implications of new policies, customer offerings, rate design, and company or regulator’s decisions.


PRIMARY DUTIES AND RESPONSIBILITIES


1. Cost of Service Study (20%)
  • Leads Tampa Electric’s Cost of Service Study to determine the allocation of Tampa Electric’s costs across the company’s rate classes.
  • Leads and conducts scenario analyses for company Officers and senior management.
  • Evaluates alternative classification and allocation methodologies and remains informed on what other utilities are proposing and implementing across the country. Serves as the company’s cost of service subject matter expert, which requires direct communication with executive leadership alongside direct communication with FPSC and FERC Staff.
  • Provides guidance on whether new methodologies to achieve strategic company objectives are allowed under state regulations, feasible, and correctly calculated. Implements new and innovative methodologies when appropriate.
  • Manages ad hoc project assignments.
2. Retail rates (20%)
  • Manages the determination of Tampa Electric’s retail base rates and service charges.
  • Oversees and conducts analyses to make recommendations to senior leadership on rate design.
  • Stays abreast of proposed or implemented political and policy changes that impact Tampa Electric’s customers and the company’s rate structure.
  • Manages and provides expert opinion on tariff inquiries from both inside and outside of the company regarding proper rate schedule, price, service level, and other rules and requirements. Serves as a subject matter expert regarding rates.
  • Leads cross-departmental teams to conduct analyses and ensure proper implementation of changes to the company’s rate structure and rates.
  • Provides guidance on whether new rates to achieve strategic company objectives are allowed under state regulations, feasible, and correctly calculated. Develops new rates and implements new, innovative rates when appropriate.
3. Transmission rates and/or wholesale rates (20%)
  • Manages Tampa Electric’s transmission formula rates model and the company’s emergency energy pricing model.
  • Reviews responses to intervening parties’ interrogatories and data requests. Defends Tampa Electric’s position. Works with the group’s Director, Tampa Electric’s external attorneys, and intervening parties to negotiate and arrive at mutually agreeable resolutions to any issues.
  • Explains model inputs and outputs to the Federal Energy Regulatory Commission Staff.
  • Leads cross-departmental teams to explore the financial viability of potential wholesale deals and makes recommendations to senior leadership on the appropriate prices to charge.
4. Regulatory Affairs matters (20%)
  • Participates in workshops, hearings, and agenda conferences at the Florida Public Service Commission. Interacts directly with FPSC and FERC Staff.
  • Researches regulatory precedents related to current issues and concerns.
  • Provides regulatory perspective and analyses at meetings and serves as the cost of service and rates expert on inter-departmental teams.
  • Leads or supports other team members within Regulatory Affairs as required on special projects.
5. Regulatory filings and rate proceedings (10%)
  • Drafts expert testimony, manages Minimum Filing Requirements, and provides responses to the Florida Public Service Commission and intervenors’ interrogatories and data requests regarding the company’s Jurisdictional Separation Study, Cost of Service Study, service charges, and retail rates. May serve as a company witness.
  • Reviews company witness testimony and work product for consistency and helps witnesses prepare for rate proceedings.
6. Customer programs and ad hoc projects (10%)
  • Provides technical assistance to the Customer Experience business unit.
  • Oversees or conducts analyses of potential customer program offerings and makes recommendations to senior leadership on the financial viability of program offerings.
  • Drafts tariff language on pricing mechanisms and program requirements.
  • Provides technical analyses, regulatory perspective, leadership, and project work on various company objectives and regulatory filings.


SUPERVISION

Direct: Regulatory Rates Analyst Sr and Cost of Service Analyst Sr - 2

Indirect: Other team members and external consultants may be required on special projects, such as preparation of rates and analyses, witness preparation, rate case preparation, intra and inter departmental task forces, and other technical and tactical analyses.


RELATIONSHIPS

Key Internal: Interacts with all levels of the organization including Tampa Electric’s Officers, senior management, and Tampa Electric business units and departments such as Customer Experience, Electric Delivery, Energy Supply, Legal, Finance and Accounting, Project Management, Cost Estimation, and Strategy.


Key External: Florida Public Service Commission, Federal Energy Regulatory Commission, Tampa Electric customers, industry groups, outside legal counsel, and other consultants.


QUALIFICATIONS

EDUCATION

Required: Bachelor’s degree in Accounting, Finance, Engineering, Economics, Business, or other related field.

Preferred: Master’s degree in Accounting, Finance, Engineering, Economics, or Business.


Experience:
Required: 8 years of experience developing rates and/or conducting Cost of Service Studies, accounting, regulatory or other similar relevant work experience with regard to the duties and responsibilities of this position.

Preferred: Experience developing rates and/or conducting Cost of Service Studies.


Knowledge/Skills/Abilities (KSA)
Required:
  • Financial literacy
  • Effective communication and willingness to teach
  • Advanced skills in Microsoft Excel, PowerPoint, and Word
  • Strong written, presentation, and analytical skills
  • Detail oriented and organized

Preferred:
  • Understanding of SAP, natural accounts, and FERC accounts
  • In depth understanding of classification and allocation techniques
  • Understanding of the technical functions of Tampa Electric’s assets
