Job Summary

The Compliance Manager oversees all aspects of managing the Compliance Specialist Team to ensure TAM Residential’s affordable portfolio is compliant with Housing Tax Credit (LIHTC), HOME, Tax-Exempt Bond, HUD, HFC/PFC, and/or other affordable housing programs. The Compliance Manager works in collaboration with software technical support, training department, and property management operations team members to establish best practice Compliance monitoring and other affordable program-related procedures. The successful candidate for this job will have at least three (3) years of managerial experience or a similar position.

Essential Job Functions

  • Oversight and accountability of the Compliance Specialist Team’s performance.
  • Establish Compliance Team procedures to ensure all compliance files are within program requirements and state Housing Finance Agency (HFA) guidelines.
  • Assess and escalate potential noncompliance or affordable compliance-related risk.
  • Conduct on-site or electronic compliance audits with results report summary and corrections resolution plan.
  • Manage the relationship with third-party Compliance consultants.
  • Oversight and accountability of utility allowance tracking and analysis.
  • Oversight and accountability of income and rent limits tracking and analysis.
  • Compliance forms maintenance and recordkeeping.
  • Provide support and guidance to affordable operators in all aspects of regulatory compliance.
  • Manage, mentor, and train the Compliance Specialist Team.
  • Host department Compliance training calls for on-site staff and company-wide.
  • Primary company contact for all file-related inquiries.
  • Work collaboratively and effectively with affordable housing compliance representatives and administrators while maintaining a proactive and positive relationship.
  • Communication and training of established Compliance policies and procedures at all levels.
  • Implement affordable compliance industry updates.
  • Establish and execute new property onboarding procedures.
  • Demonstrate high standards of conduct and ethics as well as appropriate judgment, independence, and discretion.
  • Performs other duties as assigned.

  • High standard of business judgement and professionalism.
  • Demonstrated practices to handle complex, changing day-to-day matters.
  • Demonstrated presentation skills with ability to effectively train others.
  • Resourceful, effective problem-solving and creative-thinking skills.
  • Demonstrated time management and efficient multi-tasking skills to meet deadlines.
  • Proficient using Microsoft Office 365 applications – Teams, Word, Excel, Outlook, OneNote, PowerPoint.
  • Proficient using Adobe Acrobat.
  • Accurate data entry and proofreading skills.
  • Knowledge of computer systems/software relevant to property management – Entrata, Yardi. 

EDUCATION EXPERIENCE:

  • Graduation from an accredited four-year college or university is preferred, but equivalent and relevant experience will be considered.
  • HCCP and COS certifications are required.
  • Current certifications or willingness to obtain other accredited certifications:
    • Assisted Housing Manager (AHM)
    • Tax Credit Specialist (TCS)
    • Specialist in Housing Credit Management (SHCM)
    • Blended Occupancy Specialist (BOS)
    • Fair Housing
Travel Requirements

  • Must have own transportation, valid state-issued driver's license and current liability vehicle insurance. Must be able and willing to travel.
  • Ability to travel up to 10%

Working Conditions

  • Physical attendance at assigned work location during scheduled business hours is required.
  • Occasional overnight travel as assigned to attend company conferences, regional meetings and/or trainings.
  • Ability to operate in an open work area with moderate everyday noise.
  • Ability to work from multiple locations.
  • Ability to perform other duties as required.

Benefits

  • Associates who are regularly scheduled for and work 30 hours or more per week are eligible for company-sponsored benefits the 1st day of the month, following completion of 30 continuous days of employment. Benefits offered include medical, dental and vision coverage, as well as 401K and life insurance. Regular, full-time associates are eligible to accrue paid time off (PTO) and holiday pay.
