They are actively seeking a Secret-cleared TechSolutions Program Technical Specialist with both operational Navy experience and technical analysis expertise to support our clients at the Office of Naval Research Global (ONR Global). Qualified candidates will evaluate prototype proposals, conduct technical analyses, and coordinate with stakeholders to accelerate innovative technology solutions for the Fleet and Force.


Work Description:

The Technical Specialist supports the ONR Global TechSolutions Program by evaluating prototype proposals, conducting technical analysis, and enabling rapid technology development for the Fleet/Force. The role requires technical expertise and operational experience to validate, develop, and transition solutions. This role requires rapid technical assessment and stakeholder coordination, including five‑business‑day analysis and briefing timelines and one‑business‑day proposal distribution requirements. Technical evaluations emphasize quantitative, model‑based assessment of maturity, feasibility, and operational relevance.


Responsibilities:


The TechSolutions Program Technical Specialist will support tasks such as:

  • Evaluate new technology requests from the Fleet/Force by recommending validation steps and mathematically quantifying technical value and maturity.
  • Assess the state of requested technologies by coordinating with ONR Program Officers, Science Advisors, SMEs, and NR&DE developers.
  • Schedule and conduct validation meetings within five business days to brief warfighters, ONR SMEs, and stakeholders on the state of technology development and operational need.
  • Perform rapid technical analyses (within five business days) to determine whether solutions are commercially available, emerging, or require new development.
  • Quantify technology maturity across government and commercial providers using structured technical analysis methods.
  • Conduct technical inquiries with NR&DE developers, ONR HQ Program Officers, MILDEPs, and ONR Codes to identify ongoing or relevant research aligned to TechSolutions needs.
  • Evaluate technical proposals and whitepapers, and mathematically validate the underlying research and technical approach.
  • Coordinate stakeholder technical evaluations by collecting verbal and written inputs, documenting technical positions, and posting evaluation data to the TechSolutions online portal.
  • Distribute whitepapers and proposals within one business day of solicitation close to designated evaluation team members.
  • Coordinate with ONR HQ and the ONR Global KM Team to publish award summaries on the TechSolutions blog, capturing the who, what, where, when, why, and how of selected projects.
  • Maintain and update TechSolutions blog content weekly, highlighting active projects, technical achievements, and transition success stories.
  • Review project reports for technical completeness and accuracy, coordinate with Principal Investigators to resolve deficiencies, and ensure current documentation is posted to ONR HQ shared drives and the TechSolutions portal.
  • Collect, review, and distribute Monthly Technical Reports, ensuring reporting deadlines are met and technical progress aligns with approved schedules.
  • Support TechSolutions outreach and engagement activities by coordinating with ONR Reserve Component, Command Master Chief, and TechSolutions leadership to document outreach plans and events.
  • Capture and report engagement outcomes, including participants, locations, attendance, new technology requests, discussion results, and recommendations to TechSolutions leadership.
  • Research Navy and Marine Corps strategic guidance related to operational priorities and conduct technical evaluations to align the TechSolutions portfolio with those priorities.
  • Represent the TechSolutions Program at Program Officer Portfolio Reviews, technical exchange sessions, planning meetings, and other forums requiring TechSolutions technical representation.



Requirements:

  • Bachelor's degree in engineering or physical sciences plus 7 years of experience conducting technical evaluation, prototype assessment, or S&T analysis for Navy or DoD programs.
  • Prior service in a relevant operational capacity (Surface Warfare Officer, Submarine Officer, Naval/Marine Corps Aviator).
  • Demonstrated technical analysis skills and ability to interact with developers, acquisition sponsors, and warfighters.


Desired:

  • 2 years experience in a Navy Acquisition Program Office or SYSCOM; familiarity with NR&DE community.
  • Experience developing technical summaries, program blogs, or web‑based content for S&T programs.
