Job Summary

The Health Policy Analyst will be responsible, under supervision of the Health Policy Director, for analyses, organization and implementation of a wide variety of projects. The work will include analyses of complex issues related to health and public health policy. Projects may focus on behavioral health, long-term supports and services, public health practice, emergency medical services, maternal health, dental services, access to care, cost of care, and Medicaid, Medicare and private insurance. Projects may include: developing and writing issue briefs, legislator briefing materials, project reports and other written products; analyzing healthcare claims data, survey data, and qualitative data generated through interviews or focus groups; responding to media and legislative staff inquiries; monitoring relevant policy activity at the state and federal levels; and other policy-relevant analyses. This individual will work with other analysts and expert stakeholders on an on-going basis, while working on multiple concurrent projects.

Responsibilities*

This Role Includes, But Is Not Limited To

  • Building and managing key relationships. Identifying partner needs and developing strategies to address those needs. Maintaining regular communication with internal team and external partners;
  • Contributing to project design, analysis and reporting;
  • Establishing and maintaining work plans to ensure goals, objectives and deadlines are met. Developing appropriate measures for quality assurance;
  • Exercising proficiency with:
    • Literature reviews and broader landscape analyses
    • Medicaid, Medicare, private insurance programs, regulation and data analysis
    • Legislative and regulatory analyses
    • Qualitative and quantitative research methods
This individual must be adept at working in a team environment and able to work with a diverse group of colleagues, clients, subject matter experts and project staff on an on-going basis.

Required Qualifications*

  • Master's degree in public policy, public health or related field, and training in research methods or bachelor's degree in public policy, public health or related field and at least 2 years of experience in health care or public health policy.
  • Strong analytic skills, including experience with qualitative and quantitative research methods, collecting primary data, analyzing secondary data, and experience with community-engaged research.
  • Depth in Medicaid, Medicare, and private insurance.
  • Outstanding communication skills, both written and oral. Capability managing multiple projects and relationships with various stakeholders
  • Highly motivated with a strong work ethic. The Health Policy Analyst will be expected to function independently and in collaboration with colleagues.

Desired Qualifications*

  • Subject matter expertise in long-term supports and services or behavioral health
  • Advanced training in research methods
  • Experience managing and analyzing survey data or healthcare claims data, and proficiency in analytic software tools such as SAS, STATA, or SQL
