Summary

The Wastewater Treatment Division, one of the largest public clean water utilities in the Pacific Northwest, is recruiting for a high-performing Analytical Lab Supervisor. This position will lead a six-person team of talented, knowledgeable, and experienced lab specialists, and will also support process control duties. This position works within the Process Control unit and works closely with the operations team that runs the West Point Treatment Plant.

About The Role

The Analytical Lab Supervisor will be responsible for reviewing permits and implementing lab testing schedules to remain in compliance with monitoring requirements. The Analytical Lab Supervisor will lead the evaluation and implementation of new analytical methodologies as well as maintain and update lab accreditation. The Analytical Lab Supervisor will also play a key role in staffing the lab for the future, working to develop existing team members and hire new employees. This position will play a critical role as King County develops a long-term strategy to respond to the Washington State Department of Ecology objective of limiting nutrient discharges to Puget Sound. The laboratory staff will partner with the Process and Operations teams to support priority projects / programs as necessary.

Job Duties

What You Will Be Doing:

  • Supervise the day-to-day operations of an analytical laboratory for wastewater treatment facilities, combined sewer overflow (CSO) treatment facilities, and associated processes and products such as biosolids to ensure adherence to quality standards, deadlines, proper procedures and permit required testing. Implement, maintain and update the quality control and laboratory accreditation programs. This includes the tracking and completion of all reporting and record retention requirements as established by the accrediting and regulatory agencies
  • Work with IT staff to maintain, update, and troubleshoot the existing Lab Information Management System (LIMS), and to support the potential transition to a new system.
  • Manage day-to-day items related to staff work schedules, lab methodology, instrument performance, and personnel performance. Provide both technical and interpersonal guidance to employees. Make recommendations to the Process Supervisor on hiring, performance evaluations and staff development.
  • Develop operating procedures, schedules, staffing, and chemical projections for the laboratory; manage the purchase, inventory, and use of supplies and consumables. Evaluate updated/new methodologies and laboratory equipment. Prepare, implement, and evaluate annual operating budgets and asset replacement program.
  • Support process control duties and back-up process control staff as necessary.
  • Support staff at the bench if needed, i.e. if a CSO event has exhausted the number of staff available to be able to perform all the necessary tests scheduled for that day.
  • Prepare monthly regulatory and process performance reports.
  • Propose, plan manage and/or direct bench, pilot and full-scale experimental studies to optimize treatment processes, evaluate and/or develop new processes and analytical procedures and evaluate new equipment and monitoring equipment.
  • Interpret regulations and permit requirements. Develop sampling programs to ensure compliance.
  • Other duties as necessary and/or as assigned.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Bachelor's degree or higher in a physical science or engineering field, or equivalent combination of education and experience, in a physical science, engineering field, and/or analytical lab, ranging from certificate programs through doctorate degrees and post graduate work.
  • Direct/hands-on analytical laboratory work experience with advanced knowledge of laboratory methods and analytical techniques.
  • Direct/hands-on work experience using and/or administrating a Lab Information Management System (LIMS). Experience extracting lab results and building reports for a customer or agency.
  • Proven ability to communicate / present technical information to non-technical audiences to enable data-driven business decisions.

Required Licenses:

  • Washington State Driver's License
  • Wastewater Treatment Operator Group III certification

It Would Be Great If You Also Bring

  • Demonstrated experience and knowledge in supervising people.
  • Municipal wastewater work experience.
  • Advanced knowledge of statistical analysis methods, techniques and principles.
  • Advanced knowledge of Microsoft Office.
  • Knowledge of sampling methods and techniques.
  • Skill in developing and maintaining effective working relationships with diverse groups of people.

Working Conditions

  • Work Details: Chief Process Analystsworks on-site at West Point Treatment Plant - 1400 Discovery Park Blvd, Seattle, WA 98199 . On occasion you will need to work at other King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Location: 1400 Discovery Park Blvd, Seattle, WA 98199
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by Teamsters Local 117 - Wastewater Treatment Division, Professional & Technical and Administrative Support. Salary reflects $1.00 per hour contribution to the Western Conference of Teamsters Pension Trust.
