What are the responsibilities and job description for the Agency Budget Specialist II position at Talbot County Health Department?
Main Purpose of Job
The primary purpose of this position is the full performance level of preparing, presenting, and executing agency budgets, grant budgets, budget modifications, budget supplements, and year end reconciliations for all categorical grants, in accordance with MDH guidelines, as Directed by the Administrator. This includes budget monitoring by compiling data and estimating costs and revenue based on evaluations of current and prior fiscal year expenses and revenue. This position prepares expenditure and revenue projections for senior management to be used for department and agency planning. This position is designated emergency essential.
MINIMUM QUALIFICATIONS
Experience: Seven years of experience in budget preparation, presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.
2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:
- Experience with Financial Management Information Systems (FMIS).
- Experience preparing journal entries.
- Experience working with State and Federal grants.
- Experience working both independently and in teams.
- Experience with Microsoft Office Suite, Google Docs and QuickBooks.
- Experience adhering to unyielding deadlines and being detail-oriented.
- Experience with Governmental Accounting (State, Federal, County).
