The Department has embarked on a multi-year endeavor to replace the current accounting and cash management systems with a cloud-based, modern financial management solution. The Florida PALM Team is partnering with agencies to design, build, and implement a standardized, scalable, statewide system that will enhance Florida's business practices and position Florida for future innovation. The Department's partnership with PALM will implement a statewide accounting system that enforces standardization, acts as a scalable foundation to evolve as business needs change, and positions Florida for future innovation as it considers a true enterprise-wide solution.
The project solution goals are as follows:
•Reduce the State's risk exposure by harnessing modern financial management technology built on the premises of scalability, flexibility, and maintainability.
•Improve state and agency specific decision making by capturing a consistent and expandable set of data.
•Improve the State's financial management capabilities to enable more accurate oversight of budget and cash demands today and in the future; and
•Increase internal controls by enabling standardization and automation of business processes within and between DFS and agencies.
Minimum Qualifications of Candidate:
The Department is seeking a Business Analyst professional with the following minimum qualifications (these qualifications must be clearly stated on the resume and verifiable via reference checks):
•Experience scheduling technical integrations involving multiple resource teams including application developers,
database administrators, IT security, and server staff.
•Experience learning and understanding the current state of applications and business processes.
•Experience organizing and facilitating training and/or technical presentations.
•Experience facilitating business and technical analysis, design, and planning meetings.
•Experience coordinating with external partners for technology projects.
•5 years of experience in analyzing external partners functional and technical documents (including file layouts) to identify
impacts to agency systems, databases, batch jobs, data cleansing, data conversion, and interfaces.
•5 years of experience producing technical documentation related to requirements, specifications, design, process and data
flow, testing, and training.
•5 years of experience with data consolidation, editing, and normalizing rules.
•Understanding of the State of Florida rules and regulations.
•Proficiency with Microsoft Word
•Proficiency with Microsoft Excel
•Proficiency with Microsoft Project
•Proficiency with Microsoft PowerPoint
•Technical knowledge of web, network infrastructure, network communication, and security preferred.
Deliverables/Tasks:
The Business Analyst key deliverables include, but are not limited to, the following:
•Monitoring and analyzing the Florida Department of Financial Services, Florida Planning, Accounting, and Ledger
Management (PALM) documentation for new information releases or updates via their website and emails;
determine agency impact, and communicate these impacts to the appropriate staff through established
procedures.
•Learn and understand agencies Comptroller current applications and business processes in order to determine future
needs based on the DFS PALM project and identify gaps.
•Assists in developing specifications as well as overall planning and management of projects.
•Meets with leadership to provide status reports on a weekly basis and provides monthly written reports which will
include accomplishments, areas of concern, and recommended solutions.
•Communicate project progress and information to team, sponsor, stakeholders, project manager, and legislative
body as appropriate.
•Ensures technical direction and standards are being followed.
•Assists PMO in maintaining project plans and measures actual progress against the plans.
•Assures that project documentation included the project plans, budget, risk plans, communication plans, change
controls logs and reports.
•Demonstrates and understands tactical goals and effectively participates in the development and
implementation of business solutions.
•Manages project risk through comprehensive mitigation assessment and planning techniques.
•Manages change control within the projects.
